Peak Traffic Times - To better understand the worst-case traffic condition at the two <br />alternative sites, staff and consultants have evaluated the time period when the most <br />intensive use of the Arts Center would occur. This is important to understand because it <br />gives a general sense as to when and how much overall traffic the Center will generate. <br />A persons per vehicle ratio of 1:2.5 was used to help project the number of round trips <br />created by each of the CAC users. <br /> <br />The worst-case traffic scenario is generally expected to occur at infrequent times from <br />April through October on Wednesday through Sunday in the early evening. This is the <br />time range when the Arts Center facility use is estimated to reach the following <br />combined peak occupancy shown below. It was assumed that performance in the <br />amphitheater and indoor theater will not take place at the same time. <br /> <br />Amphitheater <br />Art Classrooms <br />Art Gallery <br />Rehearsal Space <br />Theater <br /> <br />100%occupancy <br />50%occupancy <br />50%occupancy <br />50%occupancy <br />0%occupancy <br /> <br />This occupancy scenario would result in a projected total of approximately 470 vehicles <br />(not including support staff) arriving at the Center between 6 and 7 p.m. <br /> <br />Alternative Site Traffic Analysis - The following analysis is the result of the above <br />assumptions. This analysis is only intended to be preliminary in nature for level of <br />magnitude comparison purposes. A detailed traffic analysis for both sites will be <br />included in the upcoming Draft Environmental Impact Report for the Phase II Specific <br />Plan. <br /> <br />The Valley Avenue site alternative proposes vehicular access connections to Valley <br />Avenue, Bernal Avenue, and Laguna Creek Lane. The primary traffic matters raised by <br />each of these points of access are as follows: <br /> <br />Valley Avenue Access - <br />· Use of northbound Valley Avenue would accommodate most traffic to Bernal <br /> Avenue, 1-680, and greater Pleasanton destinations. Use of southbound <br /> Valley Avenue to northbound Pleasanton Avenue would also serve motorists <br /> heading to east and north Pleasanton. <br />· The existing roundabouts on Valley Avenue would substantially slow and <br /> potentially congest theater traffic during pre and post-performance peak traffic <br /> periods. <br />· The Valley Avenue/Bernal Avenue signalized intersection was constructed <br /> with turn lanes to accommodate large volumes of traffic such as from theater <br /> performances. <br /> <br />SR 05:028 Page 6 <br /> <br /> <br />
