· Shared parking could possibly become available at the ACE Train station and <br /> office park. <br />· Views of the outlying scenic hillside would be preserved. <br />· This alternative site is the least impacting to adjacent residents. <br /> The most prominent views to Mt. Diablo are available at this location. <br /> <br />The disadvantages to locating the CAC at the Valley Avenue site include: · It would be less prominent as viewed from Bernal Avenue. <br /> · It would be farther from Downtown Pleasanton. <br /> · The perceived noise risk due to 1-680 freeway proximity is greater. <br /> · Traffic and parking may be more difficult to accommodate if public access <br /> through the proposed office area to the north does not occur. <br /> · This site would have to be planned in conjunction with the office park. <br /> <br />The advantages to locating the CAC at the Bemal Avenue site include: · It would be more accessible to vehicular access on Bernal Avenue. <br /> · It would be closer to Downtown Pleasanton. <br /> · It would have a grand entry and add a sense of presence to the Community <br /> Park and downtown approaches. <br /> · It would create a major destination in the middle of the Central Area. <br /> <br />The disadvantages to locating the CAC at the Bemal Avenue site include: <br /> · Possible programmatic conflicts with the adjacent sports fields and <br /> residential neighborhood. <br /> · The central Bernal open space area would be divided and less continuous. <br /> · The CAC would partially block the outlying scenic hillside views from <br /> Bernal Avenue. <br /> · This location would require minor adjustments to the Bemal Community <br /> Park Plan. <br /> · Potential spillover parking at the Fairgrounds would require pedestrians to <br /> cross Bernal Avenue. <br /> · This location generally does not conform to nco-traditional principles in <br /> that the CAC is more isolated from compatible land uses and shared <br /> parking is not readily available. <br /> <br />Conclusions <br /> <br />As previously requested by the Council, the above alternative site plans were referred to the <br />Civic Arts Commission for input with respect primarily to the potential Cultural Arts Center. <br />The Commission reviewed the alternatives on December 6, 2004 and provided a series of <br />comments that are presented in Attachment 1. <br /> <br />The Commission generally favored Alternative C with the Cultural Arts Center set back from <br />Bernal Avenue, subject to a relocation of the underlying informal baseball field. There was <br />also some support for Alternative A with the Center located south of Valley Avenue, but <br /> <br />SR 05:028 Page 13 <br /> <br /> <br />
