digital GIS basernaps in different software formats. The Zone 7 agency <br /> maintains a digital map of its managed facilities in the Pleasanton, Dublin <br /> and Livermore area. The Livermore-Pleasanton Fire Department (LPFD) <br /> is a department jointly operated by the cities of Livermore and Pleasanton. <br /> The LPFD has merged the two Cities' basemaps into a common entity. <br /> <br /> An accurate GIS basemap is necessary for supporting other management <br /> applications that utilize the parcel and facilities data. The City anticipated <br /> a need to periodically secure up-to-date digital imagery for basemap <br /> corrections and established a budget to fund an aerial survey orthophoto <br /> basemap project to be flown in FY 2004-2005. Funds have already been <br /> appropriated in the General Fund for the purpose in the amount of $75,000 <br /> (account 012681-4385). <br /> <br /> The Cities of Livermore and Dublin and the Zone 7 agency have also <br /> developed and maintain automated mapping databases. It is in the common <br /> interest of these agencies and for economies of scale, to form a partnership <br /> to contract and secure aerial imagery and a base line of information about <br /> land features and development in the Livermore-Pleasanton area at a <br /> considerable cost savings. In addition, the partners also look to use the <br /> ortho-processing of the imagery as a means to fully correct their existing <br /> basemaps. <br /> <br />Honorable Mayor and Members of the City Council: <br />DISCUSSION <br /> <br />The Cities and Zone 7 have a record of successful coordinated projects in the Livermore- <br />Pleasanton-Dublin area. In 2001 the Cities and Zone 7 conducted a public bidding process to <br />select a consultant to conduct a similar aerial orthophotography project and as a result of that <br />process, HJW Geospatial, Inc. (the consultant) was determined to be the service provider most <br />qualified to conduct the work. In 2003, the Cities and Zone 7 used the consultant to provide <br />updates of existing information. <br /> <br />In anticipation of the need for updating their digital aerial orthoimagery, a number of the local <br />agencies began meeting in the Spring of 2004 to discuss the potential for once again <br />coordinating the work. This digital imagery is a systems requirement needed to make <br />adjustments to the parcel basemap and other layers of the GIS. As an outcome of these <br />discussions, Livermore, Dublin, Pleasanton and the Zone 7 agency agreed to common <br />specifications and to share in project costs. <br /> <br />SR 05:042 <br />Page 2 <br /> <br /> <br />
