preparation for the future Vineyard Avenue sanitary sewer
connections.

BACKGROUND

On April 20, 2004, the Council awarded the construction contract for the subject project
to the lowest bidder, Prism Engineering in the amount of $389,508.75. The subject
project has since been completed and is ready for acceptance.

The City's Capital Improvement Program includes projects for the construction of a
second bridge over Arroyo Del Valle (Project 995067), Bernal Avenue widening from
Vineyard Avenue to Arroyo Del Valle (Project 005029), and installing a new traffic
signal at Bernal and Vineyard (Project 025018). These three projects have been
combined as Bernal Avenue Bridge at Arroyo Del Valle and Roadway Widening (Project
No's. 995067 & 005029). This combined project has been divided into three different
construction phases.

Phase 1 of the project has been completed to accommodate the opening of Fire Station
Number 1 and included an interim traffic signal installation at the Bernal Avenue and
Vineyard Avenue intersection, and partial roadway widening on Bernal Avenue just
south of Arroyo Del Valle.

Phase 2 of the subject project provided interim changes to improve traffic movement on
Vineyard Avenue and through the Bernal Avenue and Vineyard Avenue intersection.
Vineyard Avenue was widened to its ultimate alignment and a traffic signal modified to
operate in conjunction with the future roadway alignment once the second bridge is
constructed. The interim Phase 2 roadway construction does not change the scope of
work contemplated for the overall project.

Approximately 1000 linear feet of sanitary sewer and appurtenant structures were
installed at the Bernal Avenue/Vineyard Avenue intersection. These sanitary sewer
improvements were programmed under the Vineyard Avenue/ Arroyo Del Valle Sewer
Addition, Phase I, CIP No. 902028. Partial sewer improvements identified in this sewer
project were added to this interim Phase 2 roadway project to provide for timely
construction. Two sewer maintenance holes were constructed with a stub and are ready
for the future Vineyard Avenue and Del Valle Parkway/Nevada Street sewer
connections.

Phase 3 will include construction of the new bridge and the remaining improvements on
Bernal Avenue.

SR 05:038
