BACKGROUND <br /> <br />On May 4, 2004 Council awarded a construction contract for the subject project to the lowest <br />bidder, MCK Services, Inc. in the amount of $803,541.80. The project has since been <br />completed and is r~ady for acceptance. <br /> <br />The project was authorized and funded under the FY 2000/2001 Capital Improvements <br />Program (CIP) budget and was funded by Local Gas Tax and funds received from the <br />Transportation Equity Act for the 21st Century (TEA-21) through the Surface Transportation <br />Program (STP). On September 7, 2002, the authorization to proceed with construction was <br />approved by the California Department of Transportation (Caltrans). <br /> <br />Approximately 500,000 square feet of street surface on Wes Las Positas Boulevard was <br />resurfaced by an asphalt overlay utilizing the Stress Absorbing Membrane Interlayer (SAMI) <br />construction method. SAMI construction involves grinding the edges of the existing <br />pavement, placing a 1/2"- layer of asphalt-rubber binder and aggregate pre-coated with paving <br />asphalt (called rubberized chip seal), and placing a new surface of asphalt concrete 1.75 inches <br />thick. The subject project also consisted of the installation of 3,000 feet of edge drain pipes <br />along the median of West Las Positas Boulevard, traffic detectors, curb and gutter <br />replacement, and traffic striping. Traffic video detection equipment (cameras) were installed <br />at the intersections of West Las Positas/Hacienda Drive, West Las Positas/Stoneridge Drive, <br />West Las Positas Owens Drive and West Las Positas/Santa Rita Road under a separate <br />contract. <br /> <br />St. John Street between Main Street and the Union Pacific Railroad tracks was removed from <br />the project contract by the issuance of a change order.
