San Rafael, CA 94903 <br /> Tel: 415-446-7402 <br /> Fax: 415-446-7419 <br /> gdearth @ltdengineering.com <br /> <br />November 30, 2004 <br /> <br />Mr. Jim Kelcourse <br />City of Pleasanton <br />PO Box 520 <br />Pleasanton, CA 94566-0802 <br /> <br />Subject: Request for Additional Funding <br /> Bernal Creeks Restoration Design <br /> Contract C-03-057 <br /> <br />Dear Jim: <br /> <br />This request for additional funding is submitted because of decisions by the City to change the design <br />requirements for the Bernal Creeks Restoration Project. <br /> <br />JUSTIFICATION FOR ADDITIONAL FUNDING <br /> <br />Revisions to the budget are required because of changes to the scope of the project as follows: <br /> <br /> 1. The diversion on upper Sycamore Creek and the new channel through the Applied <br /> BioSystems property has been eliminated from the project. This change increases the 100- <br /> year flow in the lower reach of Mission Creek and the reach of Sycamore Creek downstream <br /> from Mission Creek. The hydraulic analysis of flood elevations must be revised to reflect the <br /> flow change and the grading plans must be revised to provide hydraulic capacity for the <br /> increased flow. <br /> <br /> 2. The City now plans to phase construction of the project. This means that each constructed <br /> phase of the project needs to function independently until later phases are complete. Interim <br /> grading plans are required corresponding to each construction phase. <br /> <br /> 3. The City recently hired an amhitect to develop plans for Bemal Park. Our original scope of <br /> work did not anticipate the requirement to coordinate the channel design with an evolving park <br /> design plan. We will need to consult with the architect to develop a creek restoration plan that <br /> accommodates the requirements of the park plan. <br /> <br /> 4. The City decided to eliminate the channel restoration work along the reach of Sycamore Creek <br /> adjacent to San Francisco's water pipeline west of Interstate*680. The finished grading plans <br /> for this reach will need to be revised to crate a smaller channel providing sufficient hydraulic <br /> capacity for the 100-year flow without affecting the water pipeline. <br /> <br /> 5. Delays in completion of the design work have occurred because of factors such as delays in <br /> receiving decisions from the City about such things as the location of the channel through the <br /> Bernal Park, extended negotiations with Applied BioSystems, delays in receiving information <br /> about the condition of the culvert under the railroad tracks, additional meetings to coordinate <br /> the work with City staff, and changes in the City's project manager. <br /> <br />C:\Documents and Settings\Glenn Dea Ah\My Documents\Pleasanton (160.001 ) Bemal Design~Admin~Scope revision.doc <br /> <br /> <br />
