<br />Mr. Davis clarified that the manager's office contains a garage and one of the units is reserved for <br />the manager's assistant. He commented that the other self-storage facilities are 95%-100% occupied, <br />so there is a need for this one. He also noted that the CC&R's required a disclosure as to the zoning <br />of this property to potential purchasers of the California Reflections homes. <br /> <br />In response to questions from the Planning Commission, Mr. Davis noted that the proposed facility <br />has more parking than most of their facilities and that they haven't experienced parking problems at <br />the other facilities. He also explained that a punch key control to open the gate is mounted to allow <br />drivers access without leaving their cars. When large trucks arrive at the gate, the manager opens the <br />gate immediately to allow access. <br /> <br />Chair Barker asked if any consideration was given to more decorative design features on the ends <br />and corners of the wall. Mr. Davis responded that he would not be opposed to this, but he understood <br />that the City's consulting architect did not feel that this was an issue. Chair Barker noted that she <br />felt the design of the California Reflections' wall is attractive and if it could be continued it would <br />be a nice feature. <br /> <br />Discussion ensued regarding the City's entry signs displaying the City's service clubs. Chair Barker <br />suggested that the applicant could upgrade the signs and the name of the facility could be placed at <br />the bottom of the sign. Mr. Davis felt this was a good idea. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Cooper stated he feels that when the Planning Commission approved the California <br />Reflections development, it created an obligation to the residents of that subdivision. He feels staff <br />did a good job of mitigating the entrance on Reflections Drive. He noted that the speakers would be <br />happy if the entrance could be on Stanley. He discussed possible considerations that might be made <br />to allow the entrance off of Stanley. He feels giving the facility a Stanley Boulevard address is a <br />good idea. He suggested that consideration be given to lowering the speed limit on Stanley Boulevard <br />along this section. <br /> <br />Chair Barker expressed concern that the entrance on Reflections Drive might result in overflow <br />parking on Reflections Drive. She concurs with giving the project a Stanley Boulevard address. She <br />commented that she appreciates the applicant bringing back a site plan with the project entrance on <br />Stanley. She noted the support from the neighbors for the project if the entrance is on Stanley, and <br />stated that she also supports the Stanley entrance plan. <br /> <br />Commissioner Wright commented that he agrees with staff regarding the safety concerns for traffic <br />in and out of the facility. He noted that when California Reflections was approved the need for an <br />affordable housing project was a major issue, and impacts such as the railroad tracks, noise, and the <br />location of the development near Stanley Boulevard and commercial traffic were noted. He believes <br />the signage will work and supports the idea of giving the facility a Stanley Boulevard address. He <br />feels the safest consideration would be to have the entrance off of Reflections Drive where it is <br />signalized. <br /> <br />Commissioner Lutz stated his main concern is traffic through the residential area. He noted that he <br />feels the traffic circle and signage will help.
