will be given to the permanent station location and that this recommendation would come through for
City review.

Mr. Iserson noted that he had received a telephone call from a resident, Pat Reynolds, who voiced
concern about the traffic in the area.

Commissioner Kumaran questioned the discrepancy in the staff report as to the number of parking
spaces which are being provided. Mr. Iserson verified that there will be 305 parking spaces.

Commissioner Kumaran stated that he is uncomfortable about the impact during the Alameda County
Fair and having to relocate the parking during this time. Mr. Iserson advised that this is an issue that
has been brought up and needs to be resolved by the time the design comes forward.

Commissioner Cooper asked about the noise during the braking, stopping, and idling of the trains.
Mr. Iserson responded that staff was told that the braking would have no greater impact than a
moving train.

Commissioner Cooper asked about the influence the interim station would have on the permanent
station. Mr. Iserson stated that the demonstration project would be the best test to determine if there
are problems with this location.

Commissioner Cooper inquired as to the immediate accessibility of the Pleasanton/Sunol location.
Mr. Iserson responded that it would require more improvements and that he doesn't know the status
as far as land ownership.

PUBLIC HEARING WAS OPENED

Harry Montgomery, San Joaquin Regional Rail Commission, 1810 Hazelton Street, Stockton,
represented the application. He advised that the train stop would be from 1-114 minutes to 2 minutes
maximum. Boarding would be on all cars and there would be a ramp with a conductor for handicap
access. He noted that other lines would be improved to handle the freight trains that would be
removed from this line. The commuter train would consist of four cars plus a locomotive and the
higher speed would result in less noise. There will be the same number as existing whistle blowings.

He noted that there is currently a fence at the end of Old Bernal, and there is no fence at the vacant
lot, but that a fence will be installed. They are working with Wheels to provide service to the station
from BART.

Mr. Montgomery confirmed that any other site would delay the opening of the project. He noted that
the demonstration project is needed to justify future Federal funding, and that this site was chosen
because Alameda County needed to pledge land in order to obtain the 1.6 million dollars of
Proposition 116 monies to fund the stations for the demonstration project. Once ridership is
demonstrated, they can apply for Federal funds.

Mr. Montgomery noted that the trains would not run on the weekends, except for possibility during
the Fair, as an excursion train to the Fairgrounds. He also advised that they are working with the Fair
Manager to provide alternative parking sites during the Fair.

Planning Commission Minutes

Page 10

June 11, 1997
