Commissioner Cooper feels it was ill-considered to put residential in this area because of the
interface of residential and commercial. He is sympathetic to the residential concerns, and concurs
this is similar to the ELI project and traffic concerns in neighborhoods. Commissioner Cooper is
concerned with truck traffic in the neighborhood. He supports Plan 2, but in deference to the
applicant, he would support Option 3 which provides for a left in and a right out.

Commissioner Kumaran seems there must be a balance between the interest of the few to the interest
of the many. This area is a gateway to Pleasanton from Livermore. To maintain and keep the flow
of traffic on Stanley, he is opposed to the left turns in and out. He sympathizes with the residents
of Reflections but supports Plan 1.

Commissioner Lutz also supports Plan I being the safest and is consistent with previous planning.
Stanley Blvd. traffic flows will only increase in time. Prefers to make the Reflections Drive work
with the least impact on California Reflections.

This item was directed back to staff and continued to a future meeting, with the direction to pursue
Plan 1.

f. Z-97-58/V-7-03. CSB Construction/Rav's Electrical and Plumbinl! Supplies
Application for 1) design review approval to construct an approximately 4,350 square foot
storage building to be located behind the existing building at 3730/3732 Stanley Boulevard; and
2) a variance from the Municipal Code to allow the proposed storage building to encroach into
the required rear yard setback. Zoning for the property is C-S (Service Commercial) District.

~ Mr. Iserson presented the application for design review approval to construct an approximately 4,350
square foot storage building and a variance from the Municipal Code to allow the proposed storage
building to encroach into the required rear yard setback. The property is located at 3724-3732
Stanley Blvd. A sign review is also included. The variance being sought is to be able to build the
building with a zero foot setback where a 10 foot setback is required.

The subject property is located in an area of mixed land uses of Public Storage facility, single-family
homes, and an underdeveloped parcel zoned Agriculture District.

The applicants proposed building a one-story storage building in an area that is currently being used
as an outdoor storage area. The applicants wish to provide a weather-proof storage area for storing
plumbing and electrical supplies and windows and doors. The building would be a metal building
with a TexCoat finish to replicate the stucco finish of the existing building. It would have a mansard
roof made out of metal that would have an appearance of concrete tiles as are on the adjacent
building. Wood trim would be used as well.

The applicant would like to remove the existing monument sign and construct a new multi-tenant
sign. It would be set back five feet from the future realignment of Stanley Blvd. and five feet in
from the driveway. It would be a painted plywood sign with five tenant panels, 8'4" tall by 7' in
width. The applicant has advised that he would like to externally illuminate the monument sign.

Planning Commission Minutes

Page 17

May 14, 1997
