trails are paved. Staff is working on grants for paving. A reclaimed water line may potentially go
under the maintenance road, and staff is working with DSRSD and Zone 7 that they will pave the
trails after their construction. Hopefully in the next two-three years a good deal of the trails will be
paved. Chair Barker asked to have a report outlining the master trail system, what links are missing,
and when they are expected to be completed.

Commissioner Cooper inquired if the Commission would like to agendize and discuss the growth rate
issues with the goal of sending a resolution to the City Council on this issue. Mr. Beougher stated
there is a policy concerning items before the Council and the process for a Commission to make
recommendations to the Council. There may be some limitations; staff will look into it.

Commissioner Cooper gave a report on the Affordable Housing Commission meeting. They
discussed what may be done to the Staples Ranch project if it came back before the Planning
Commission. They concluded that the Affordable Housing Commission should receive the Planning
Commission's future planning calendar so they may decide if they would like more information on
upcoming projects. The second issue was a liaison from Affordable Housing Commission on the
Planning Commission. There was a split vote as to whether it would be a voting position. The
majority vote was that it would not be a voting position. Thirdly, the Affordable Housing
Commission was going to agendize a report on issues of importance to the Affordable Housing
Commission for Commissioner Cooper's use.

The Planning Commission discussed whether the Affordable Housing Commission should address
them as private individuals or as a Commission representative. It was noted that the City Council
determines the number of seats on a Commission. Mr. Iserson stated that staff does identify projects
that have affordable housing issues and these projects are put on the Affordable Housing agenda.
They are then able to make an action that would then be reported to the Planning Commission
through the staff report. Commissioner Cooper advised the Affordable Housing Commission may
want to address the issue of affordable housing and mobile home parks.

8. MATTERS FOR COMMISSION'S REVIEW
a.
