Mr. Graeser thanked staff for their patience while his <br />firm worked with Federal Express to change their standard building design. <br /> <br />~ <br /> <br />This project is considered a city station. All packages are sorted at the main hubs and are flown to <br />a regional airport and trucked to a city station for distribution to the customer base. This is an <br />intermediate facility and its functions are to get packages to and from the local customer base and <br />trucking packages to and from the airport for distribution through the main hubs. <br /> <br />This project is an expansion and relocation from their current facility in Dublin. This is necessary <br />to keep up with the tremendous growth in this area. This location is in the center of the Tri-Valley <br />service market. <br /> <br />In response to Commissioner Cooper, Mr. Graeser advised that there are specific limits to the <br />hazardous materials package sizes. These sizes are considered small package sizes. <br /> <br />Commissioner Wright asked questions regarding the internal circulation patterns for the semi-trucks, <br />employees, and the delivery vans. He also clarified that the maintenance building would not be used <br />to service the large tractor trailer trucks. <br /> <br />Commissioner Cooper inquired if the applicants were aware of the intermittent odor problems <br />associated with the DSRSD sewage treatment plant. Mr. Graeser stated they were aware of the <br />facility. <br /> <br />Chair Barker inquired how many trucks would be going to Oakland during the rush hour on 1-680. <br />~ Mr. Graeser stated that they typically leave toward the end of the rush hour (6:30 pm) or later. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Chair Barker advised that the adjacent property to the site on the east that has been referred to as <br />"City-owned property" is actually owned by DSRSD. <br /> <br />Commissioner Wright thanked Mr. Cannon for his advice to add the architectural elements to the <br />project to make the building look more like an office building. <br /> <br />Commissioner Cooper had some concern about the warehouse use in this location, but conversely, <br />it is a logical place for access to the freeway by the heavy trucks. It will probably have less impact <br />on views being that it is a shorter height building than an office building. The design is adequate. <br /> <br />Commissioner Dove thought it makes sense to keep the office buildings and restaurants/shops located <br />near each other whereas the warehouse facility was generally self-contained. <br /> <br />Chair Barker concurs with the number of people dropping off packages on their way to another <br />location. She also believes this is a use that needs close freeway access. <br /> <br />Commissioner Lutz motioned, seconded by Commissioner Wright, finding that the project <br />would not have a significant effect on the environment and adopt a resolution approving the <br />~ attached draft Negative Declaration. <br /> <br />Planning Commission Minutes <br /> <br />Page 5 <br /> <br />April 23, 1997 <br />
