amount and it was accepted by all, including the development community. Mr. Erickson advised
that there is interest on the Housing Commission to look at increasing this fee.

The length of term for affordable housing was discussed. Some of the 15 year terms are about to
come due; there are more that had a 25 year term.

Chair Barker also advised that the Housing Commission is expecting the Planning Commission to
review development plans to verify that the low income housing units have the same amenities and
features that the for sale units have. Chair Barker advised them that the Planning Commission does
not review the plans in such detail. Mr. Beougher advised that from the exterior, the two housing
types are indistinguishable; as to the interior, the Commission has no control over what features are
used in the two housing types. Staff feels previous projects have had the same amenities in all
housing types.

Chair Barker would like it stated in future staff reports on low or moderate income housing projects
what, if any, fees are being waived. Staff believes those facts have always been listed in the staff
report.

No further action was taken.

b. Selection of Liaison to the Affordable Housing Commission

After general discussion, Commissioner Cooper was selected to be the liaison to the Affordable
Housing Commission.

On other matters initiated by Commission Members:

Commissioner Wright inquired if there is a way to designate some streets for 12 hour parking, for
example, the entry streets to Country Fair. A situation is occurring that cars are parked on these
streets for days and weeks at a time. Mr. Higdon stated he would have Bill Van Gelder issue a
memo.

Commissioner Cooper commented that there has been static radio interference in his neighborhood
caused by a pole-mounted transformer. Are these owned by the City or by PG&E? Mr. Beougher
advised that PG&E has domain over the transformers. Mr. Higdon advised to report the pole
number to PG&E.

Commissioner Dove suggested the two Currin applications be reversed. Mr. Iserson advised that
the Commission must fIrst establish that a caretaker is an allowed use.

Commissioner Dove also inquired if the Starbucks and Noah's Bagels signs are in conformance (at
the Safeway Center). Mr. Iserson advised they are separate stores that get their own signs. It is not
the same situation as McDonald's in Walmart which is an accessory operation within Walmart.

Commissioner Lutz inquired about what noise regulation will be used for the Currin applications.
The Noise Ordinance states that noise is to be no louder than 60 DB at the property line with no
consideration of where the adjacent houses are located. Mr. Iserson concurred that is the main

Planning Commission Minutes

Page 13

March 12, 1997
