<br />Terry Kamp addressed some raised issues. Ingress and egress from Stoneridge remains an issue. <br />If both ingress and egress were on Stoneridge, it would require a lengthy deceleration lane from the <br />east in front of the Zone 7 pump station and a need for an acceleration lane on the balance of the <br />block. This could cause an incredible safety hazard for motorists. He acknowledged that Stone <br />Pointe Way is narrow, but he feels the median will slow down the residential traffic turning into the <br />neighborhood. <br /> <br />Commissioner Cooper inquired if the entrance could be at the south corner on Stone Pointe Way. <br />Mr. Kamp feels there would not be enough stacking area. To Commissioner Cooper's suggestion <br />of putting both the ingress and egress on Stoneridge Drive, Mr. Kamp feels it is physically possible <br />to do, but it would still necessitate the need of the deceleration and acceleration lanes. The right-of- <br />way in that situation could be confusing to motorists. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Dove advised that he had spoken with Dr. Bernstein. <br /> <br />In response to Commissioner Wright, Mr. Higdon advised that the median on Stone Pointe Way <br />would be about four feet wide, six inch curbs, large cobblestones, and a reflector sign. <br /> <br />Commissioner Lutz inquired if Mr. Cannon was asked to review the revised architectural plans. Mr. <br />Iserson stated that it was not referred to Mr. Cannon because from the very beginning it was felt that <br />the design was very well done. Commissioner Wright clarified with staff that their desire is to work <br />with the architect to add some decorative features to the project, but at a modest scale. <br /> <br />Commissioner Wright agreed with the applicant that the chain link fence will not be as obtrusive as <br />some have expressed. The wood slat fence has proven not to withstand a lot of abuse; he would <br />agree to the use of black clad fencing throughout the project. As far as the waiver of school impact <br />fees, the applicants will need to negotiate that with the School District. A lot of the letters referred <br />to the size of the student population. ELI has cut the maximum in half; Commissioner Wright feels <br />this puts them in compliance with all State requirements. <br /> <br />Commissioner Wright noted there is concern of cut-through traffic onto the extension of Stoneridge, <br />though not enough to invalidate the traffic report. Regarding the noise of the children, originally <br />the building was along the fence line to act as a sound buffer, however, those residents said they <br />didn't want the building adjacent to their property. Commissioner Wright can support the application <br />and feels it is a good use for the parcel. Other uses could be a church and day care which could <br />have seven-days-a-week usage. <br /> <br />Commissioner Lutz feels it is an appropriate use for the site and complies with the zoning of the <br />General Plan. It has been scaled to 200 students which meets the objections raised in the first <br />meeting. The parking and drop off lane have been increased significantly. The land was zoned for <br />this type of use and staff has imposed quite restrictive conditions. We can't control what a realtor <br />will say to make a sale. Commissioner Lutz supports the project as it is presented. <br /> <br />Commissioner Cooper advised he had spent a considerable time walking the site. It is a tough site <br />to deal with, but he feels it would have problems no matter what would be proposed.
