<br />Concern has been expressed about Saturday maintenance activities. At this time, the Code specifies <br />maintenance is restricted on Sunday, however, maintenance activity is allowed on Saturday. This <br />should be discussed further by the Planning Commission. <br /> <br />Security lighting is allowed along the fence line to facilitate police department patrols. This is to be <br />low-level landscape lighting. <br /> <br />The building architecture has changed from that presented at the first Planning Commission meeting. <br />The applicant has made the building plainer, but increased the amount of windows in the building. <br />This is a concern of staff. If the Planning Commission concurs with staff, there is a recommended <br />condition to add back into the design some of the architectural detailing. <br /> <br />The impact fee payable to the School District would be about 30 cents per square foot (approximately <br />$5,000 for both Phase I and Phase II buildings). This can be appealed to the School District and it <br />may be waived. The associated condition has been amended to state that the applicant is to pay the <br />fee unless waived by the School District. <br /> <br />Staff noted that the notations on Exhibit E indicating removal of paving should be deleted. <br /> <br />Zone 7 has communicated that the fencing along the arroyo meets their standard. This is to be a <br />black-clad cyclone fence. Staff would like to have the on-site fencing between Phase I classroom <br />building and the common property line to be an open wrought iron fence or an open wood fence. <br />Other notations on the landscape plan referring to a chain link fence should be changed to a black <br />clad chain link fence. <br /> <br />Since the previous public hearing, staff has received only two additional comments from neighbors. <br />It is staff's opinion that although they have not had direct contact with the neighbors, they believe <br />there is still neighborhood opposition to this project. <br /> <br />Staff is now comfortable that the project complies with the General Plan and the Stoneridge Drive <br />Specific Plan and recommends the Planning Commission approve this application to the City Council. <br /> <br />Staff also asked the Planning Commission to incorporate the changes to conditions in their <br />recommendations as outlined in the Staff Memorandum, dated February 26, 1997. <br /> <br />Commissioner Cooper inquired if both entrance and exit access points could be located on Stoneridge <br />Drive, such as is the case for St. Elizabeth Seton church. Mr. Pavan stated that since most of the <br />traffic will be coming from the west, and there are no median breaks on Stoneridge and would not <br />be allowed in the future, the drivers would have to make a V-turn at Guzman Parkway, and there <br />is no planned or approved left turn lane to make a V-turn. This inconvenience may cause drivers <br />to make a left on Garden Greek Circle and take Stone Pointe Way to the school's entrance. An <br />entrance on Stoneridge Drive would also necessitate the addition of a deceleration lane.
