<br />6. PUBLIC HEARINGS <br /> <br />a. PUD-96-19. Earlv Learninl! Institute <br />Request for rezoning from the PUD (Planned Unit Development) - MDR (Medium Density <br />Residential) district to the PUD - P/I (Public/Institutional) district and development plan <br />approval of a revised plan to construct and operate a private school for up to 200 children, <br />grades one through eight, with two, one-story buildings totaling 17,000 square feet. The site <br />is an approximately 3.51-acre property located on the northerly side of Stoneridge Drive <br />between Stone Pointe Way and the Zone 7 pump station. Zoning for the site is the PUD <br />(Planned Unit Development) - MDR and P/I (Medium Density Residential and <br />Public/Institutional) districts. The Planning Commission will also consider the Negative <br />Declaration prepared for the project. <br /> <br />Mr. Pavan presented the staff report for the request for rezoning from the PUD - MDR district to <br />PUD - P/I (Public/Institutional) district and development plan approval of a revised development plan <br />to construct and operate a private school for up to 20 children, grades on through eight, with two, <br />one-story buildings totaling 17,000 sq. ft. on an approximately 3.5 acre vacant site located on <br />Stoneridge Drive at Stone Pointe Way. <br /> <br />At the previous public hearing approximately one month ago, the Planning Commission directed staff <br />in the following areas: reduce enrollment to 200 students, Phase II building be relocated nearer to <br />the Arroyo Mocho, entrance-only access from Stone Pointe Way and an exit-only access point onto <br />Stoneridge Drive. The applicants have taken these directives into consideration and revised their <br />plan. <br /> <br />A major concern expressed by the neighbors in the first public hearing was that of traffic. To <br />mitigate these concerns, the access on Stone Pointe Way has been reconfigured to an entrance-only <br />access point. There is a 4 foot median island proposed for Stone Pointe Way to prevent parents <br />from making a left turn from Stone Pointe Way into the entrance and the reverse action of a right- <br />hand turn from the school onto Stone Pointe Way. The median was also to provide Robert Harding <br />complete access to his driveway. <br /> <br />The school's enrollment was reduced by 50 percent. <br /> <br />The only exit point is onto Stoneridge Drive. The applicant has also increased the length of the <br />drop-off lane and has almost tripled the number of on-site parking spaces, exceeding the Municipal <br />Code, and thereby satisfying that parents would not have to park on the residential streets. <br /> <br />The Phase II building now faces the Arroyo Mocho. Lights will be prohibited in the athletic fields. <br />Public address systems are prohibited. School activities have to cease by 6 p.m., meaning all <br />students must be off-campus by that time. Teachers are allowed to stay until 8 p.m. Parent-teacher <br />meetings are allowed between 6 p.m. and 8 p.m. Group activities would have to occur between 7 <br />a.m. and 6 p.m. <br /> <br />Construction activity has been restricted to Monday through Friday, which is more restrictive than <br />the Municipal Code. <br /> <br />Planning Commission Minutes <br /> <br />Page 2 <br /> <br />February 26, 1997 <br />
