Vallev Community Church <br />Applications for 1) design review approval to modify the Valley Community Church Master <br />Plan to allow construction of an approximately 23,438 square foot, two-story sanctuary and <br />educational building and related site improvements; and 2) modification to the existing <br />conditional use permit for the Valley Community Church's Master Plan to increase the total <br />building area for the site from approximately 36,875 square feet to approximately 42,813 square <br />feet (which includes the existing building area plus the proposed 23,438 square feet sanctuary <br />and educational building and a future 7,500 square foot educational building). The Valley <br />Community Church is located a 4455 Del Valle Parkway. Zoning for the property is P (Public <br />and Institutional) District. <br /> <br />Mr. Iserson presented the staff report of the Valley Community Church for design review approval <br />to modify the church's master plan for the construction of an approximately 23,000 sq. ft. two-story <br />sanctuary and education building and related site improvements, and a modification to the existing <br />conditional use permit for the church's master plan to increase the total building area for the site <br />from approximately 36,875 sq. ft. to approximately 41,813 sq. ft. The site is located at 4455 Del <br />Valle Parkway. <br /> <br />Only Phase I and II and the modular buildings have been constructed from the church's Master Plan. <br />The church is now ready to go forward with Phase III. The design review is only for the sanctuary. <br />The educational building design review will be at a later date (Phase IV). <br /> <br />The new sanctuary and educational buildings would be located adjacent to and behind the existing <br />building, near the center of the site; parking lot expansion would occur at the rear of the site. <br /> <br />The architecture would utilize the same rustic design features and materials as the existing building. <br />The sanctuary would have as a dominant feature a tall gabled roof which measures 45 ft. to the tip <br />of the ridge. Staff feels the architecture will tie in well with the existing architecture on the site. <br /> <br />There will be three driveways along Del Valle Parkway, the existing gravel driveway will be paved. <br />There is a total of 160 parking spaces with this development, with the potential for an additional 40 <br />spaces to be constructed if necessary. The applicants have been granted permission from the School <br />District to utilize the 184 parking spaces at the Amador Valley High School. This is a year-to-year <br />lease situation. <br /> <br />There are six heritage-size walnut trees on the site. However, five of these trees will be removed. <br />A tree report from 1992 identified these trees are not in good physical condition. The applicant will <br />try to save some of these trees and staff is supportive of that endeavor. <br /> <br />A landscape plan has been provided showing where the applicants propose to install additional <br />landscaping around the building and around the periphery of the site. The applicants have also <br />agreed to complete the construction of a five foot planter next to the Tiffany Lane townl1omes and <br />to landscape it such that the adjacent townl1omes are fully screened along that area. The church has <br />agreed to replaced a 51h foot wood fence, which is in poor condition, with a 6 foot masonry wall. <br />The church will also replace the rear chain-link fence to match the newer fence installed by the <br />School District. <br /> <br />Planning Commission Minutes <br /> <br />Page 10 <br /> <br />February 26, 1997 <br />
