Simature Pronerties and Hacienda Marketinl! & Sales Cornoration <br />Application for design review approval for a two-story, 48,000 square foot office building <br />located at 4670 Willow Road (Suite 30B, Hacienda). Zoning for the property is PUD (Planned <br />Unit Development) - I/C-O (Industrial/Commercial-Office) MOIPD (Mixed Office, Research and <br />Development/Light Manufacturing Planning) District. <br /> <br />Mr. Iserson presented the staff report for the design review approval for a two-story, 48,000 sq. ft. <br />office building located at 4670 Willow Road. This will be an office building for Signature Properties <br />and other leased tenant space. This is located directly across the street from the Boehringer <br />Mannheirn building presently under construction. <br /> <br />The building is designed in a U-shaped configuration facing toward Willow Street. There would be <br />an interior courtyard; the building would be surrounded by parking and landscaping. The <br />architecture is quite attractive, with low gabled roofs with eaves supported by brackets. There is a <br />main entry tower; earth tone colors are used on the building and there are use of horizontal reveals <br />and bronze tinted windows. At the rear of the building, there are two roll-up doors to be used for <br />delivery of materials for Signature Properties. <br /> <br />About 32 % of the site will be landscaped; this is in compliance with the Hacienda Design Guidelines. <br />There is freestanding monument sign proposed as well as two tenant and one address sign on the <br />building. <br /> <br />Staff has determined that this project meets or exceeds all of the Hacienda Development standards, <br />the site is well designed, and it will function properly for the intended use. <br /> <br />One issue is the separation of the driveway to the south with the Pacific Telesis driveway. There <br />is requirement to have driveways on adjacent properties separated by 42 feet. However, the Pacific <br />Telesis driveway was constructed only five feet from the property line. The applicant is proposing <br />to locate the driveway 26 feet from the common property line. Staff has determined that to be <br />acceptable and will not create traffic conflicts due to the limited amount of traffic entering and <br />leaving the Pacific Telesis site and there is a limited amount of traffic on Willow Road. The <br />monument sign will be located between the two driveways. Details of the signage will be approved <br />by staff at a later date. <br /> <br />The developer is being encouraged to work with the Public Arts Commission. The developer is not, <br />at this time, willing to have public art on the project, though they note they have a courtyard and a <br />fountain.
