<br />The Stoneridge Drive Specific Plan established a number of public infrastructure improvements to <br />be constructed as development occurred. These improvements were identified and evaluated in the <br />original project EIR and included as part of the Specific Plan. Costs were based upon a pro-rata <br />share of their developable acres within the Specific Plan area. The infrastructure improvements <br />identified were the I-580/El Charro Road interchange, El Charro Road, flood control, Stoneridge <br />Drive, Stoneridge Drive bridge and park improvements. <br /> <br />Since the adoption of the Stoneridge Drive Specific Plan in 1989, several factors have contributed <br />to changes in the infrastructure improvements expected to be constructed. These are a reduction of <br />the El Charro Road improvement costs due to the elimination of the truck underpasses, an increase <br />in the scope of the flood control improvements, reduction of the ultimate El Charro Road plan to <br />four lanes from Stoneridge Drive south to the Arroyo. The assigned pro-rata share of the total <br />improvements will not change. Kaufman and Broad will be constructing a large share of the total <br />improvements. The remaining Specific Plan improvements will occur as the remainder of the Chu <br />property is constructed. These developers will either contribute funds or construct improvements <br />in accordance with the Plan. <br /> <br />Kaufman and Broad will also be constructing the realigmnent of Friesman Road in Livermore, <br />performing flood control work in Livermore in order to complete the flood control improvements <br />in Pleasanton, constructing a pedestrian bridge at the end of Martin A venue over the Arroyo Mocho, <br />and dedicating and improving an additional 16 acres of parkland. All of these improvements benefit <br />the public and benefit the Specific Plan developments. Should there be any funds available in the <br />Specific Plan after all developments have been constructed and/or all improvements installed <br />according to the amended Plan, staff recommends that these funds be disbursed to the residential <br />developer (K&B). <br /> <br />~ <br /> <br />The phasing of the improvements which the applicant will make is fairly complex. Infrastructure <br />improvements and the phasing for in-tract improvements and home construction will be occurring <br />continuously. Permits for channel work allow work only between April 15 and October 15. It is <br />the applicant's intent to construct the Martin Avenue pedestrian bridge as soon as possible and it is <br />the City's desire that the bridge be installed prior to the beginning of the 1997/98 school year. The <br />developer has indicated that construction of the sports park would be a priority; it may be that the <br />park would need to be constructed in phases corresponding to residential development. <br /> <br />The Commission is required by State CEQA Guidelines to review the document for adequacy and <br />completeness before making a decision on the proposed project. The Commission also must decide <br />that all the mitigation measures of the EIR reduce to a less than significant level those impacts which <br />have been identified as significant or potentially significant, or adopt a Statement of Overriding <br />Consideration for any impact which cannot be reduced to a less than significant level. There is only <br />one potentially significant impact--freeway traffic noise levels in outdoor multiple family residential <br />areas--which cannot be mitigated to a less than significant level. <br /> <br />In conclusion, staff feels that the proposed amendment to the Specific Plan is appropriate given the <br />changes in circumstances which would allow additional residential development and given the benefits <br />the amendment would provide for the Pleasanton community. The proposed location of the <br />residential area, on the periphery of existing residential development, is consistent with the policies <br />of the General Plan.
