Items 6d and 6e were discussed conjointly.

d. Soecific Plan Amendment SPA-95-01. Stoneridl!:e Drive Soecific Plan. Alameda Countv
Application to modify the adopted Stoneridge Drive Specific Plan to reduce the amount of
commercial acreage from 103 acres to approximately 40 acres, include 45 acres of new
residential land uses at the Medium Density Residential range (2-8 units per acre), and relocate
and expand the 17-acre active use community park to a 33-acre community sports park. A
Final Supplemental Environmental Impact Report has been prepared which evaluates the
potential environmental impacts of the proposed amendment. The approximately 128-acre site
is located west of EI Charro Road, south of Interstate 1-580, east of the California Somerset and
California Place neighborhoods, and north of the Kaiser Sand and Gravel site.

e. PUD-96-02. "California Somerset II". Kaufman and Broad/Alameda Countv
Application for Planned Unit Development prezoning to PUD-MDR (2-8 units per acre) and
development plan approval to construct 80 townhomes for sale to moderate and lower-income
buyers and 231 single-family detached homes on an approximately 45-acre site; and an
application to prezone an approximately 40-acre site to PUD-MCOIPD (Mixed Commercial
Office Industrial Planned Development) and a 33-acre site to Public and Institutional for a
public park. The approximately 128-acre site is located west of EI Charro Road, south of 1-580,
east of the California Place and California Somerset neighborhoods, and north of the Kaiser
Sand and Gravel site, and is part of the Stoneridge Drive Specific Plan area. This area of the
Stoneridge Drive Specific Plan is currently designated for commercial and light industrial uses
and for a public park. A Specific Plan Amendment and Supplemental EIR accompany this
application.

Ms. Watt presented the staff report on the final Supplemental Enviromnental Impact Report (Pinal
EIR) for the Proposed Amendment to the Stoneridge Drive Specific Plan (SP A-95-0 I) and Stoneridge
Drive Specific Plan Amendment (SPA-95-01). In October 1989 the City Council adopted the
Stoneridge Drive Specific Plan (SDSP) for 293 acres located east of the Pleasanton Meadows
subdivision and bordered by Trenery Drive, 1-580 and El Charro Road. The General Plan called for
development of a Specific Plan for the area and designated the area with a mix of Low and Medium
Density Residential land uses, Commercial, Parks, and School uses. The final land use and densities
were to be determined by the Stoneridge Drive Specific Plan (SDSP). Since 1989, all of the
residentially-zoned properties within the SDSP have been constructed, are under construction, or
have had development plans approved. The 128-acre subject site, the only property within the SDSP
area which is still undeveloped. The site is designated for service commercial and light industrial
uses, retail commercial uses, and a 17-acre active use community park.

Since adoption of the Specific Plan in 1989, the Airport Land Use Commission adopted the Airport
Protection Area (AP A) which designates areas within which no residential development should occur.
Because the AP A is further to the east than originally anticipated by the Specific Plan, the applicants
are requesting a modification of land uses to allow residential development up to the AP A boundary.

Planning Commission Minutes

Page 14

February 12, 1997
