PUD-90-18-2M. Joseph Zuffa <br />Reconsideration of the previons Planning Commission action denying a ml\ior modification of <br />the PUD development plan for the Bonde Ranch subdivision proposing grading and a retaining <br />wall located beyond the grading envelope in the side yard of a single-family lot located at 839 <br />East Angela Street. Zoning for the property is PUD (Planned Unit Development) - <br />RDRlLDR/MDR (Rural Density Residential/Low Density Residential/Medium Density <br />Residential) District. <br /> <br />Mr. Iserson presented the staff report on the application for a reconsideration of a previous Planning <br />Commission action denying a major modification of the PUD Development Plan for the Bonde Ranch <br />subdivision which proposed a carport, grading and a retaining wall located beyond the envelope in <br />the side yard of a single family lot located at 839 East Angela Street. <br /> <br />~ <br /> <br />The applicant has followed the Commission's previous direction and removed the carport. The <br />grading has not been returned to its original condition, and the applicant has submitted this request <br />for reconsideration of the requirement to restore the original grading and remove the retaining wall. <br />His reason for the extra flat area in the yard is to provide play area for the children of the residence. <br /> <br />The retaining wall is 3'h feet in height and constructed of pressure-treated wood. It is 75 feet long <br />and is 2 feet off the property line. There is landscaping between the retaining wall and the property <br />line. The applicant has contacted the adjacent neighbor who indicated he is supportive of the <br />retaining wall. The Building Department must determine that the wall is structurally sound before <br />issuing building permits. <br /> <br />Staff is generally supportive of the applicant's request for the retaining wall. Mr. Zuffa has <br />complied and removed the objectionable carport. Staff advised that they have allowed a limited <br />number of retaining walls for other custom homes in Bonde Ranch since there were some grade <br />differences as a result of landslide repair that were not shown on the tentative map. Also, in non- <br />PUD situations, staff has approved these types of retaining walls. These walls are common in other <br />parts of the City. Staff also feels this retaining wall will not be a great deviation from the <br />streetscape of East Angela Street. <br /> <br />The material to be used is pressure-treated wood; the Commission may discuss whether they would <br />. ~ prefer the use of concrete or masonry materials instead of pressure-treated wood. <br /> <br />Planning Commission Minutes <br /> <br />Page 3 <br /> <br />January 8, 1997 <br />
