REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Mr. Iserson advised that Item 6c was withdrawn by the applicant and Items 6d, Specific Plan <br />Amendment SPA-95-01, Stoneridge Drive Specific Plan, and Item 6e, PUD-96-02, "California <br />Somerset II," Kaufman and Broad, were continued to a future meeting. Mr. Iserson further advised <br />the Commission that the City's General Counsel advised that if the Commissioners would like to <br />discuss the zoning of Item 6c, they should bring this up under Matters Initiated by Commissioners <br />and it will be put on a future agenda. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />a. UP-96-83. Gina Samsel <br />Application for a conditional use permit to conduct massage therapy within an existing day spa <br />located at 3059 Hopyard Road, Suite J and K. Zoning for the property is POO (Planned Unit <br />Development) C-C (Central Commercial) District. <br /> <br />Mr. Iserson presented the staff report on the application for a conditional use permit to operate a <br />therapeutic massage facility within a day spa located at 3059 Hopyard Road, Suites J and K. The <br />area is zoned PUD - C-C (Central Commercial) District. <br /> <br />/'" <br /> <br />There will be three employees on site, and the hours of operation will be 10 am - 7 pm, Tuesday <br />through Saturday. A maximum of five clients would be on site at any time. <br /> <br />Staff feels that the massage therapy uses work well when properly regulated. Staff does not believe <br />there will be any adverse impacts to the surrounding tenants and staff has not received any comments <br />from the surrounding tenants. <br /> <br />The parking ratio for the center exceeds that required by the Code. This business is affected by the <br />shopping center's gated parking lot. However, the gate should not create a problem since the <br />business closes before the gate is to be locked for the night. <br /> <br />A police license must be granted prior to operation. Staff recommends approval of the conditional <br />use permit, subject to the conditions of approval. <br /> <br />Commissioner Wright inquired if he would have a conflict of interest due to his son being a personal <br />friend of the applicant. Mr. Iserson did not feel this would be a problem. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Gina Samsel represented her application.
