<br />Commissioner Cooper inquired if the Commission would like to see the finalized CC&Rs at the time <br />of final map approval. He thought the Commission might want to review the CC&Rs as part of the <br />"package" when they review a development's street widths, landscaping, etc. Mr. Higdon advised <br />this topic should be held until Mr. Beougher is present since he has responsibility to review all <br />CC&Rs. <br /> <br />Commissioner Lutz noted that the Wall Street Journal commented that gas powered leaf blowers will <br />be banned in Los Angeles residential areas. <br /> <br />Commissioner McGuirk asked about the street gate application brought forward by Eric Finn. Staff <br />advised that this will be heard at the next meeting; Ponderosa will be heard at the next meeting as <br />well. Mr. Iserson advised that the applicant is refining Plan 1 and Mr. Wiemken is refining his <br />Plan 4. Commissioner McGuirk also clarified that it sounded as though the City Council would not <br />impose a moratorium on building in Hacienda with regard to the West Las Positas interchange study. <br />Recording Secretary Terri Czapinski responded to Commissioner McGuirk's question as to the status <br />of the West Las Positas working group. She stated that at the next meeting on January 23rd, Mr. <br />Homolka will present a draft report for review and comment by the working group. This report, <br />when finalized, will be the basis for the Citizens Advisory Committee to begin their study. Further, <br />the Committee will be formed through an application process and appointment by the City Council. <br />The Commission then discussed whether or not they should become involved in this study and <br />whether or not they would have a conflict of interest. The general thought was that the <br />Commissioners would have no conflict of interest in this project. <br /> <br />Chair Barker inquired if the Council discussed the fee waiver for affordable housing. This was not <br />known. With respect to the Commission making comments on parking fees, Chair Barker feels the <br />Commission should get involved in this discussion because the Affordable Housing Commission got <br />very involved in the affordable housing fees, rebate of park fees and rebate of fees collected for City <br />inspections. <br /> <br />Chair Barker also advised that the Affordable Housing Commission would like one of their members <br />to become a voting member of the Planning Commission. After discussion, this would only come <br />about through a Code amendment by the Council. Chair Barker stated the Affordable Housing <br />Commission asked staff to look into the matter. Chair Barker feels that no one should sit on two <br />commissions. <br /> <br />Chair Barker advised Mr. Higdon that there is a petition circulating regarding the landscaping on <br />Vineyard. Mr. Higdon advised that bids will be received next week, the landscape plans are done, <br />and the project should be done in April. <br /> <br />8. MATTERS FOR COMMISSION'S REVIEW <br /> <br />a.
