<br />Commissioner Wright stated he would not be inclined to allow the height to be measured from the <br />finished floor to the roof ridge. Commissioner Cooper stated he is not in favor of increasing the <br />house size over 4,500 square feet. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Cooper, recommending approval <br />of PUD 90-19-6M per Exhibit B with the following modifications: <br /> <br />Condition 3: The house height shall be measured with a 30 foot sliding scale with a 40 foot <br />maximum height measured from the lowest point where the house intersects the <br />grade to the highest roof ridge. <br /> <br />Condition 4: First tier of homes shall not exceed 4,500 square feet (not including the garage). <br /> <br />Condition 5: Approve expanded color palette submitted by the applicant. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Lutz, and Wright <br />Commissioner McGuirk and Chair Barker <br />None <br />None <br /> <br />Resolution No. PC-97-03 was entered approving PUD 90-19-6M modifications per Exhibit B, <br />as motioned. <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Commissioner Dove suggested that the Commission recommend that massage therapy businesses be <br />added to the list of permitted uses, therefore, staff would be able to approve these applications. <br />Commissioner Lutz stated he got a letter from a tenant at 239 Main Street who runs a massage <br />business who objected to the landlord allowing another massage business to come into the same <br />building. Staff advised that it is City policy to notify all tenants, and it is unlikely that the basis for <br />a denial would be because there was already a like service in the building. <br /> <br />Commissioner Dove also stated he is opposed to telling an applicant speaker that they have only five <br />minutes to make their presentation. This is usually not enough time. He feels staff should advise <br />the applicant of the time limitation before the meeting. Mr. Iserson noted the agenda advises the <br />speaker has a ten minute time limit. Commissioner Wright feels the time limit should be applied <br />more to the public input speakers, and would like to keep it more flexible for applicant speakers. <br />The speaker for the Moller Ranch application was not redundant and was very informative. <br /> <br />Mr. Iserson asked if it was the Commission's direction to have staff amend the Code regarding <br />applications for massage business uses. By approval consensus of the Commission, staff will review <br />and submit their proposal for a Code amendment to the Commission. In response to Commissioner <br />McGuirk, Mr. Iserson stated that there would be no notification or public hearings on these <br />applications if they meet the criteria.
