b. Good architectural character is based upon the suitability <br /> of a building for its purpose; upon the appropriate use of <br /> sound materials; and upon the principles of harmony and <br /> proportion in the elements of the building. <br /> <br /> c. Good architectural character is not, in itsells more ex- <br /> pensive than poor architectural character, and is not depen- <br /> dent upon the particular style of architecture selected. <br /> <br /> 5) In carrying out the purposes of this Section with respect to <br /> the external design of buildings~ the Commission shall pay particu- <br /> lar attention to signs and outdoor advertising structuress and <br /> shall have authority to limit control the location, numbers sizes <br /> design~ lighting and use of colors in such signs and outdoor ed- <br /> vertising structures, in order to promote the orderly and har- <br /> monious development of the residential, commercial and industrial <br /> districts of the City of Pleasanton. <br /> <br /> 19.805 Landscape Approval. The purpose of landscape approval is <br />to help prevent the impairment or depreciation of land values and <br />development without proper attention to landscaping. <br /> <br /> 1) Application - Application shall include detailed maps and <br /> drawings in duplicate indicating landscaping details for areas <br /> between the building face and curb, sidewalk or highway line <br /> not occupied by walks or parking areas; screening of all auto- <br /> mobile and truck parking and/or loading areas from the road or <br /> roads which the property faces where a planting screen is indi- <br /> cared and where the parking area is greater than one acre a plant- <br /> ing strip of trees shall be placed within the area. Landscaping <br /> must be maintained after planting. <br /> <br /> 2) The Planning ~ssion shall determine from data submitted <br /> whether the proposed use will meet the requirement of this ord- <br /> inance and shall approve the application upon making a positive <br /> finding. <br /> <br /> 3) The Commission shall approve or disapprove, or approve sub- <br /> Ject to conditions necessary to provide adequate landscaping <br /> adjacent to all proposed new buildings or structures. <br /> <br /> 4) In administering this Section, the Commission shall keep <br /> in mind the following principles: <br /> <br /> a) It is not a purpose of this Section that control of land- <br /> scaping should be so rigidly enforced that individual tastes <br /> and desires are stifled and it is the intent of this Section <br /> that any control exercised by the minimum. necessary to achieve <br /> the overall ovjective of this Section. <br /> <br /> 43 <br /> <br /> <br />
