Grading and site conditions justify the requested modification <br /> <br />The Property is generally flat (especially in the location of the proposed accessory <br />structure) with only a minor slope across the lot. The proposed detached accessory <br />structure would not create grading, engineering, or utility constraints that would necessitate <br />a reduction in the required setback. <br /> <br />Additionally, the Property is comparable in size, configuration, and orientation to other <br />corner lots within PUD-25 that are subject to the same setback requirement and are <br />expected to comply with the adopted development standards. <br /> <br />Because no unique physical constraints exist that would warrant deviation from the PUD <br />standards, the Planning Commission recommends that the City Council determine that this <br />finding cannot be made. <br /> <br />5. Streets, buildings, and other manmade structures are designed and located to <br />complement the established streetscape <br /> <br />The 20-foot street-side yard setback requirement was adopted specifically to maintain <br />adequate separation between detached accessory structures and public streets and to <br />allow for landscaping that reinforces a consistent residential edge along Lund Ranch R oad, <br />Spring Creek Terrace, and the EVA corridor. <br /> <br />Reducing the setback to eight feet would substantially diminish this buffer and disrupt the <br />visual rhythm of development along the street frontage. The resulting condition would <br />introduce a more prominent structure closer to the public right-of-way, contrary to the <br />established streetscape character intended for the neighborhood. <br /> <br />Therefore, the Planning Commission recommends that the City Council determine that the <br />Project is not designed to complement the established streetscape, and that the City <br />Council cannot make this finding. <br /> <br />6.
