applicant's peak parking demand would occur during the evening hours, when parking demand <br />for this lot is reduced. Additionally, staff feels that the on-street parking spaces along or east of <br />Peters Avenue would accommodate any additional parking needed for this use. Staff believes <br />that the combination of the public parking lot and on-street parking along or east of Peters <br />Avenue would provide adequate parking for the proposed use and minimize the chances of <br />patrons parking in front of the residences west of Peters Avenue, especially late at night when the <br />residents west of Peters Avenue would be more sensitive to noise. <br /> <br />CONDITIONAL USE PERMIT FINDINGS <br /> <br />Please refer to pages 8-9 of the attached Planning Commission staff report for the conditional <br />use permit findings. <br /> <br />PUBLIC NOTICE <br /> <br />Notices regarding the proposed conditional use permit application and related public hearing <br />were mailed to property owners and tenants within 1,000 ft. of the subject property. Prior to the <br />Planning Commission hearing, staff received several emails (attached) from residents and/or <br />patrons supporting or opposing the application. At the time this report was written, staff has <br />received two additional emails in support of the proposed use. <br /> <br />The application was referred to thc Do~vntown Vitality Committee of the Pleasanton Downtown <br />Association (PDA). The Committee passed a motion supporting the proposed use (the PDA's <br />letter is attached to the Planning Commission staff report). The PDA has further indicated its <br />desire to have businesses stay open later on Main Street and on the side streets for at least one <br />half block from Main Street to create a "night life" Downtown and that side street development <br />is essential to achieving the critical mass necessary for a successful Downtown. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />Projects of this nature are categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA). Therefore, no environmental document accompanies this <br />report. <br /> <br />FISCAL IMPACT <br /> <br />The business would generate sales tax revenue. The applicant would also have to pay water and <br />sewer fees for the City water it uses and the sewage it generates. By virtue of people coming to <br />the restaurant/bar, there would be emergency response requests for City police and fire services. <br />Although there would be some City service costs associated with emergency response requests, <br />the costs are unknown, but probably minor.
