Karl & Brenda Sauter
418 Saint Mary Stree~
Pleasanton. CA 94560

December 23. 2004

City Council Members
The City of Pleasanton
P.O. Box 520
Pleasanton, CA 94566

Re: PCUP-129

Honorable Members of Pleasamon's City Council.

We have lived on St. Mary Street for over 10 years, and have enjoyed living near the center of
downtown Pleasanton. The environment has been relatively safe, and we enjoy be ng ab e to
walk to many of the major functions on Main Street throughout the year. Usually evening strolls
with our two young boys on our city streets are pleasant and without fear. We are able to do
this because Pleasamon has maintained a high standard of safety through the protection of our
police force and also through the decision making process of the City Council to keep the
security of it's residents ever in the forefront with their votes. Our gratitude goes to those who
allow those residing near downtown to co-exist with businesses in a safe manner.

Within this venue, we appeal to you, our City Council, to reconsider the decision made by
the Planning Commission to approve PCUP-129, Mari Kennard's application to open the
Oddfellows British Pub and Restaurant at 336 St. Mary Street. This location is four doors
fi'om our home. The 2"° story of our garage unit will be directly in line site of the
restaurant's elevaled rear balcony, where alcohol will be served until 10:00 PM every night
and until 1:00 PM on Friday and Saturday nights. The project's additional 2"° story balcony
will allow alcohol service until 11:00 PM every night of the week.

We would like to address some key issues that we have concerning this project:

Although Ms. Kennard has billed this restaurant as a family oriented establishment, she
bas "limited food service" after 10:00 PM. This would allow for the patrons of the Pub
to mainly purchase alcohol after 10:00 PM. This qualifies the establishment in the same
venue as the Union Jack Pub on Main Streel (farther away from St. Mary Street with no
second floor) where the primary, reason to visit the restaurant after I 0:00 PM is to drink.

The project currently proposed involves increased hazards and reduced quality of life:
Snoking on a second floor balcony is more ora fire hazard-this is NEg.
Noise from a second floor balcony will travel farther - this is NE~.
In a break x~.itb long-standing Pleasamon policies: no consideration is being given for
how-188 patrons. 6-15 employees, and security personnel will park without
ma or affect on the man)' nearbx residences on SI. Mar)' Street. Our one 2"d
Ft 5~./7 ~5- arid this proiect is 200x as large in terms of parking!
, ~fioor addition could not be zoned as a residence because of parking concerns -
