EDAW I#C WORK PROGRAM <br />TRANSIT-ORIENTED SPECIFIC PLAN <br />FOR THE HACIENOA BUSINESS PARK <br /> <br />reinvented transit supportive and livable Hacienda <br />Business Park? <br /> <br />And - <br /> <br />How will new elements in the area best fit with and <br />contribute to existing development and uses on-site and <br />citywide? <br /> <br />These questions are particularly significant to <br />Hacienda because of both the need to cultivate the <br />mix of currently thriving uses and the risk of <br />creating a "transit-adjacent development" (or one <br />which in simple terms is in close proximity to <br />transit, but is in fact not transit supportive) rather <br />than a truly transit-oriented development. <br /> <br />The considerations necessary for addressing both of <br />these concerns are similar, fundamentally focusing <br />on the location and density of new uses; multiple <br />modes of mobility (pedestrian, bicycle, and auto); <br />and overall development form and character. <br /> <br />PLANNING RESOURCES <br /> <br />The Consultant Team recognizes the wealth of <br />information and work that has already been <br />prepared for the area, which include: <br /> <br />· Hacienda Business Park Land Use <br /> Modification Proposal; <br />· Hacienda Business Park Opportunities; <br />· Pleasanton General Plan; and <br />· Land use studies and station area plans <br /> prepared by BART. <br /> <br />We plan to build on the existing information and <br />engage the Teams, City staff, and other <br />participants in a discussion on the strengths and <br />weaknesses of these efforts. <br /> <br />As each of the previously prepared plans is in <br />various stages of implementation, we believe we <br />can learn much by gathering first-hand feedback <br />from those who have actually implemented them. <br />This insight would be used to directly inform the <br />preparation and content of the Specific Plan. <br /> <br />THE PUBLIC REALM AND BUILT FORM <br /> <br />Our approach is based on a belief that the quality of <br />urban spaces and their connectedness generate <br />economic, social and environmental value by <br />defining the spatial pattern of human life. We <br />believe in the public realm as that space in which <br />the social and cultural values of our societies can be <br />most clearly expressed. We see this project as an <br />ideal situation in which we can pursue these ideals. <br />An interesting attribute of this project from the <br />perspective of the public realm and built form will <br />come from establishing a hierarchical urban <br />framework of place. <br /> <br />The "hierarchy" refers to the decisions that will <br />need to be made relative to the extent of change <br />proposed and where and, in turn, how these are <br />integrated with one another. It is likely that <br />relatively little physical change may be proposed in <br />some places while dramatic changes will be <br />proposed in others. Despite these differences, it is <br />essential that the place be recognized as a cohesive <br />whole. <br /> <br />Balboa Park BART Station Area Plan, SF <br /> <br />We understand from the Hacienda Business Park <br />Land Use Modification Proposal that there is the <br />desire to establish a refined vision for all of <br />Hacienda, but special attention should be paid to <br />three sub-areas within, including: <br /> <br />· The BART Corridor; <br />· West Las Positas Boulevard; and <br />· Owens Drive. <br /> <br /> <br />
