Hacienda would like to work closely with the City in the development of this p/an and proposes
that it run in a parallel fashion with the General Plan process. In that the proposed Specific
Plan would require a change to at least a portion of Hacienda and would introduce additional
housing into the Park, some of which would be affordable, staffsees merit in that approach.
When the City Council last considered the concept for this Specific Plan, the Council expressed
interest and indicated that a separate work shop should be conducted to enable a more detailed
presentation, resulting in a better understanding of the proposal. In the meantime, the Hacienda
project team has created a scope of work for its Specific Plan and is ready to begin the
necessary data collection and initial planning for this project. They believe that they would be
ready to do a presentation to the Council by April 2005. Staff requests Council's input on this
proposal so that such a work shop could be added to the General Plan schedule.

FISCAL IMPACT

Adequate funding for the General Plan Update has been included in the General Fund's budget.

RECOMMENDATION:

Staff recommends that the Council provide direction as stated
in the "Recommendation" section of this report.

Respectfully Submitted,

Jerry Iserson
Director of Planning and
Community Development

Susan Rossi
Finance Director

Nelson Fialho
City Manager

Attachment: Work Plan for Hacienda Transit-Oriented Specific Plan

SR:05:014 4
