by the Planning Commission. In addition, a joint Planning Commission/City Council workshop <br />on potential high density residential sites was held last June. The last of the background reports, <br />the "Public Services Background and Altematives Report", was considered at the November 10 <br />Planning Commission meeting. That report presented the primary non-land use issues relating <br />to the various City commissions and committees that have been raised by the community for <br />resolution through the General Plan Update process. <br /> <br />The City Council last considered the General Plan Update process and timing in September. <br />The purpose of this staff report is to present the new Council with the proposed schedule for the <br />remaining steps of the General Plan Update process. <br /> <br />PROPOSED UPDATEPROCESS <br /> <br />1. Traffic/Land Use Workshops: January - April 2005 <br /> <br />It is necessary to have a series of joint City Council/Planning Commission workshops <br />to discuss traffic and the interaction of various General Plan street network <br />improvements with various land use scenarios, considering the traffic issues identified <br />by the community. Due to the importance of traffic as an issue to the community, the <br />question of the City's ultimate street network, and the complexity of traffic and it's <br />interplay with various land use scenarios, it is anticipated that at least four work shops <br />will be necessary to adequately address the subject. Brian Swift, former Planning <br />Director and now a consultant to the City, and JeffKnowles, the City's Traffic <br />Engineer, will be coordinating the work on this topic and the public presentations at <br />the work shops. <br /> <br />2. Preferred Solutions and Alternatives Report: April -- May 2005 <br /> <br />After holding the traffic/land use public work shops, staff will receive Council <br />direction and will then prepare a "Draft Preferred Solutions and Alternatives Report" <br />based on the traffic/land use direction plus the recommendations resulting from the <br />"Public Services Background and Alternatives Report". This report will contain <br />alternative preferred Land Use and Circulation Element scenarios and policies as well <br />as recommendations for the non-land use issues. It is anticipated that a joint City <br />Council/Planning Commission public work shop will be held in May 2005 to review <br />these consolidated recommendations, resulting in a "Final Preferred Solutions and <br />Alternatives Report". <br /> <br />3. Preliminary Draft General Plan Update Recommendations Report: May - July 2005 <br /> <br />The "Final Preferred Solutions and Alternatives Report" will be the basis for the <br />"Preliminary Draft General Plan Update Recommendations Report", which will be a <br />detailed report containing all the proposed General Plan changes in all Elements being <br /> <br />SR:05:014 2 <br /> <br /> <br />
