CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 05- <br /> <br />RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE <br />BAY AREA AIR QUALITY MANAGMENTMENT DISTRICT FOR FUNDS TO <br />REDUCE EMISSIONS FROM SOLID WASTE COLLECTION VEHICLES AND <br />AUTHORIZING THE IMPLEMENTATION OF SAME IF THE APPLICATION IS <br />APPROVED BY THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT <br /> <br />WHEREAS, the City of Pleasanton is committed to improving the quality of life and improving <br /> the health of the residents; and <br /> <br />WHEREAS, improving the quality of the air is an essential element in improving the quality of <br /> life; and <br /> <br />WHEREAS, <br /> <br />the California Air Resources Board has adopted a new regulation that applies to <br />public and private owners of solid waste collection vehicles (SWCVs) that <br />perform curbside garbage collection; and <br /> <br />WHEREAS, the regulation has an extended phase-in period over which the SWCVs may be <br /> brought into compliance with the regulation; and <br /> <br />WHEREAS, diesel PM has been declared a Toxic Air Contaminant (TAC) by the California Air <br /> Resource Board; and <br /> <br />WHEREAS, <br /> <br />the regulation does not require any reduction of nitrogen oxides (NOx) emissions; <br />and available data indicates that approximately 2,000 trucks in the Bay Area are <br />subject to the SECV regulation; and <br /> <br />WHEREAS, <br /> <br />in the absence of incentive funding, it is expected that most fleets subject to the <br />regulation will comply with the minimum baseline requirements to reduce PM <br />emissions only and will not choose to exceed the requirements for diesel PM <br />reduction nor choose to reduce any NOx emissions; and <br /> <br />WHEREAS, <br /> <br />the Bay Area Air Quality Management District (BAAQMD) has allocated $1.5 <br />million in funding from the Transportation Fund for Clean Air to assist refuse <br />fleets in choosing rule compliance strategies that reduce emissions beyond the <br />requirements of the rule; and <br /> <br /> <br />
