Public hearings are included at each reviewing City Committee/Commission and <br />then at the Planning Commission and City Council. These will include EIR information <br />as well as all other staff reports/analyses which accompany major items before <br />Commissions and Council. <br /> <br />As can be seen, there will be extensive opportunity for public input, and for that input to <br />be as informed as possible. In order to move forward expeditiously - without impinging <br />on any opportunity for public input - staff suggests the City Council and Planning <br />Commission to follow the process as outlined above. <br /> <br />MODEL OUTPUT - 1996 GENERAL PLAN LAND USE AND FULL CIRCULATION <br />NETWORK <br /> <br />Future Levels-of-Service <br /> <br />As has been projected for a number of years now, current model projections show that traffic <br />from buildout of planned land uses on the planned street network will not meet existing General <br />Plan policy standards for satisfactory levels-of-service. Table 1 lists the levels-of-service <br />projected by the model for City intersections. Although some of the LOS E and F intersections <br />are Downtown intersections exempt from the LOS standard (one in A.M.; six in P.M.) and <br />others are stop sign controlled where signalization would eliminate congestion (three in A.M.' <br />five in P.M.), many intersections at freeway ramps and at major arterial intersections are <br />projected to have very congested conditions. This congestion and its effects on local mobility <br />are key issues which will be addressed in the General Plan Update. <br /> <br />SR 05:027 <br />Page 5 <br /> <br /> <br />
