number of cut-through vehicles in the City, but would not divert cut-through traffic onto <br />neighborhood streets. <br /> <br />Evening Peak Hour Congestion Levels <br />At the 135 study intersections, traffic volumes collectively decrease by about 1,660 vehicles per <br />hour (VPH) during the evening peak hour when the Bemal Avenue widening is removed from <br />the 1996 General Plan Roadway Network. Traffic collectively decreases by about 265 VPH at <br />the 37 intersections in the City with 35 seconds or more of average delay, and decreases by <br />about 1,395 VPH at the 98 other study intersections when the road widening is removed from <br />the network. <br /> <br />Due to the number of possible roadway alternative combinations, the resulting LOS calculations <br />will be performed based on future traffic model runs based on a more refined roadway network <br />alternatives combination. The above traffic increases or decreases may occur on non-critical <br />approaches to many intersections and have little impact on congestion at the intersections. <br /> <br />Bernal Avenue - West of 1-680 <br />This widening was reviewed at the same time as the other Bernal Avenue analysis described <br />above. Not widening this section of road (I-680 to Foothill) would switch fewer than 100 <br />vehicles in any peak hour to alternative routes (with the largest shift being A.M. traffic using <br />1-680 to West Las Positas as an alternative route to school). The shifts are minor in nature, and <br />the satisfactory LOS at the Foothill-Bernal intersection would not change. The full numerical <br />analysis can be made available should the Commission/Council wish. <br /> <br />2. Foothill Road Widening <br /> <br />Proposed Widening/History <br /> <br />The 1996 General Plan Roadway Network assumed that several sections of Bemal Avenue were <br />to be widened or re-striped to provide additional travel lanes. <br /> <br />1995 to 2000: <br />2000 to 2005: <br /> <br />Re-stripe to create a six--lane divided road from 1-580 to Stoneridge <br />Drive. <br />Widen to create a four-lane divided road from Stoneridge Drive to <br />Muirwood Drive South. <br />Widen to create a three-lane with two-way left-turn lane from <br />Muirwood Drive South to Castlewood Drive. <br /> <br />The 1996 General Plan Roadway Network traffic model included these roadway features and the <br />intersection lane geometries shown in General Plan Figure 1II-7. <br /> <br />Keeping Foothill Road "rural" in character has been a long-standing City goal.
