summarize how eYening peak hour dri¥ing time increases, whi~e dri¥ing distances decrease for
local drivers when the road widening is removed from the roadway network.

Table 6
Citywide Change in Vehicle Hours Traveled if the Bernai Avenue Widening Were
Removed from the General Plan Roadway Network

Trip Purpose

Evening Peak Hour Traffic
Local Collector Minor Major
Streets Streets Arterials Arterials Total

Home / Work 0 3 16 -4 15
Home / School 0 0 0 0 0
Home / Shop / Social / Recreation 0 -7 11 -1 3
Not to / from Home 0 -5 7 2 5

Hours spent driving
Hours spent driving
Hours spent driving
Hours spent driving

Total 0 -8 35 -3 24
Evening Cut-through traffic 0 0 19 -23 4

Hours spent driving
Hours spent driving

Table 7
Citywide Change in Vehicle Miles Traveled if the Bernal Avenue Widening Were
Removed from the General Plan Roadway Network

Trip Purpose

Evening Peak Hour Traffic
Local Collector Minor Major
Streets Streets Arterials Arterials Total

Home / Work 0 62 48 -171 -62
Home / School 0 0 0 0 0
Home / Shop / Social / Recreation 0 81 26 -100 6
Not to / from Home 1 45 13 -34 26

Miles Traveled
Miles Traveled
Miles Traveled
Miles Traveled

l'otal 0 188 87 -306 -30 Miles Traveled
Evening Cut-through traffic 0 0 65 -336 -270 Miles Traveled

Evening Peak Hour Cut-through Traffic
The 1996 General Plan Roadway Network Model projects that up to 1,200 cut-through vehicles
use portions of Bernal Avenue during the evening peak hour at Buildout. At Buildout, or the
year 2025, 1-580 is forecast to be congested in both directions, and, thus cut-through traffic is
present on Bernal Avenue in both directions (1/3 westbound and 2/3 eastbound). Based on the
miles traveled and travel times for cut-through traffic, it appears that not widening Bernal
Avenue would divert some cut-through vehicles onto First Street, would slightly reduce the

SR 05:027
Page 32
