Bernal Avenue Widening <br /> <br />Proposed Widenin~Histor¥ <br /> <br />The 1996 General Plan Roadway Network assumed that several sections of Bemal Avenue were <br />to be widened: <br /> <br />1995 to 2000: <br /> <br />2000 to 2005: <br /> <br />Widen to create a four-lane divided road from Foothill Road to 1-680 <br />Widen to create a four-lane divided road from Sunol Boulevard to <br />Independence Drive. <br />Widen to create a four-lane divided road from Angela Street to Nevada <br />Street. <br /> <br />The 1996 General Plan Roadway Network traffic model included these roadway features and the <br />intersection lane geometries shown in General Plan Figure III-7. <br /> <br />Originally a part of the "ring" around Downtown Pleasanton, Bernal Avenue was designed to <br />carry much more development traffic than is now contemplated along Foothill Road and on <br />Pleasanton Ridge on the eastern edge and in the hilly southeast hills. The planned width of the <br />portion from Independence Drive to Angela Street was reduced to two lanes in 1986 due to <br />lowered anticipated volumes. <br /> <br />Right-of-way is available for the full widening. It would eliminate the on-street parking on the <br />west side of the street between Kottinger Drive and Palomino Road which was allowed on an <br />"interim" basis many years ago. The Arroyo de Laguna bridge about to be built is designed for <br />only two lanes, plus left-turn lane. Some existing bike lanes would be re-stxiped to travel lanes <br />on the section east of First Street with the bike lanes lost unless added as street widening. <br /> <br />As all development along these portions is finished, funding would come from the City: local <br />traffic fee or General Fund. <br /> <br />Model Output <br /> <br />To analyze the pros and cons of widening this roadway from a traffic perspective, the traffic <br />forecasting model was used to study roadway users during the morning and evening peak hours <br />to assess: <br /> Who would use the widened roadway (local or cut-through)? <br /> · Where were Pleasanton drivers coming from or going to as they used the road? <br /> · What was the purpose of the trip (work, school, shop, recreation, etc.)? <br /> · What impact did the roadway widening have on driving times and driving distances for <br /> local drivers? <br /> · How did the roadway widening affect traffic volumes at 135 City intersections? <br /> · How did the roadway widening affect cut-through traffic in Pleasanton? <br /> <br />SR 05:027 <br />Page 25 <br /> <br /> <br />
