For the major alternatives, the model runs show where users ora street link come from, the <br />shifts of traffic from local streets to others to complete local trips, and total traffic changes in <br />terms of miles driven/hours driven on local streets. No levels-of-service calculations were made <br />at this time. The intent at this stage of the analysis was to see who street users are and where <br />shifts in traffic were likely to occur. In general, it is safe to assume that congestion is likely to <br />increase on routes where traffic is shifted, especially at major arterial intersections. (The shifts <br />in traffic are difficult to reproduce at a legible scale for most alternatives; these will be clearly <br />displayed at the meeting.) <br /> <br />The alternatives/options which will be explored include the following: <br /> <br />Planned street widenings: <br /> 1. Bemal Avenue Widening - four lanes from Foothill Road to 1-680; four lanes <br /> from First Street to Independence Drive; four lanes from Angela Street to <br /> Nevada Street. <br /> 2. Foothill Road Widening - four lanes from Stoneridge Drive to Muirwood <br /> Drive South; two lanes plus two-way left-mm lane Muirwood Drive South to <br /> Castlewood Drive. <br /> 3. Hopyard Road Widening- four lanes from Valley Avenue to Del Valle <br /> Parkway. <br /> 4. Dublin Canyon Road Widening - four lanes from Foothill Road to west City <br /> limit. <br /> 5. Vineyard Avenue Widening - four lanes from Bemal Avenue to 4,000 feet <br /> east of Bemal Avenue (approximately Clara Lane). <br /> 6. West Las Positas Boulevard Widening - four lanes from Santa Rita Road to <br /> Park Place; four lanes from Foothill Road to Payne Road. <br /> <br />Planned street extensions: 7. Nevada Street Extension - Bernal Avenue to First Street/Stanley Boulevard. <br /> 8. Rose Avenue Extension - west end to Valley Avenue. <br /> 9. Stoneridge Drive Extension - east end to E1 Charro Road. <br /> 10. E1 Charro Road Extension - 1-580 to Stanley Boulevard. <br /> <br />Planned freeway interchange: <br /> 11. West Las Positas Boulevard Interchange ~ 1-680. <br /> <br />Each of the above will be deleted from the planned network, as described above, to model the <br />changes. No new streets were suggested be added to the 1996 General Plan network; however, <br />should such a new street be proposed, it, too, could be similarly modeled. The results of the <br />model runs, together with a brief history of the street planning and financing considerations, <br />follow.
