THE CITY OF <br /> <br />pL£AS NTON' <br /> <br />2 <br /> <br />City Council-Planning Commission <br /> General Plan Joint Workshop <br /> <br /> January 11, 2005 <br />Planning Development <br /> <br />SUBJECT: <br /> <br />CIRCULATION ELEMENT ALTERNATIVES - STREET NETWORK <br />OPTIONS, PART I: STREET WIDENINGS <br /> <br />PURPOSE: <br /> <br />To receive information concerning potential future users of the unbuilt, <br />planned street network of the 1996 General Plan. <br /> <br />STAFF RECOMMENDATION: <br /> Discuss as appropriate and continue to future workshops designed to look at <br /> other street network, land use, and policy issues affecting the Circulation <br /> Element. <br /> <br />SUMMARY: <br /> <br />This report explores potential users of street widenings shown in the <br />1996 General Plan circulation network which are not yet built, assuming <br />1996 General Plan land use buildout. It is designed to be one of several reports <br />exploring options for the General Plan Update's new Circulation Element <br />which will be discussed at joint workshops in January and February. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />PRIOR CIRCULATION ELEMENT WORKSHOPS <br /> <br />The Planning Commission and City Council began their review of the Circulation Element at a <br />series of workshops held in early 2004. These were held on January 13, February 24, March 9, <br />and May 1, 2004. At these meetings, the 2003 Annual Baseline Traffic Report and traffic model <br />were reviewed, and the traffic issues raised during the outreach process were discussed by both <br />the public and the City Council and Planning Commission. The traffic model was found <br />acceptable for use in the General Plan Update, and staff was directed to investigate the various <br />issues/alternatives using "future" traffic model runs and model-based analysis. <br /> <br />SR 05:027 <br />Page 1 <br /> <br /> <br />
