<br />Resolution No. PC-96-72 <br />Page 2 <br /> <br />Given the proposed location of the heavily wooded Arroyo located <br />between the existing residential uses and the proposed campsites, the use <br />will not negatively impact the surrounding uses. Conditions of approval <br />address security, emergency response, lighting, and stormwater pollution <br />prevention measures. The proposed RV campground will not create traffic <br />impacts on Stanley Boulevard, within the Park, or on Vineyard Avenue. <br /> <br />C. The proposed conditional use will comply with each of the applicable <br />provisions of this chapter. <br /> <br />Chapter 18.124 of the Zoning Ordinance states that, because of their <br />unusual characteristics, conditional uses require special consideration so <br />that they may be located properly with respect to their effects on <br />surrounding properties. The conditions of approval will help to integrate <br />the proposed use without detrimentally affecting the surrounding <br />properties of the City in general. <br /> <br />WHEREAS, the EBRPD is the "lead agency" with respect to the environmental review of this <br />project and has made the determination that the proposed project is covered by the <br />Environmental Impact Report for the Shadow Cliffs Land Use Development Plan <br />certified by the Park District Board of Directors in 1989. <br /> <br />WHEREAS, the Planning Commission determined that the proposed use, as conditioned, will <br />be compatible with the surrounding uses and properties. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section I. <br /> <br />Approves Case UP-96-52/Z-96-195, the application of East Bay Regional Park <br />District for a conditional use permit to operate 25 recreational vehicle campsites <br />and for design review to pave 857 automobile parking spaces in the Shadow Cliffs <br />Regional Recreation District located south of Stanley Boulevard, approximately <br />3600 feet east of the intersection of Stanley Boulevard and Bernal Avenue, <br />subject to the conditions shown in Exhibit "B," attached hereto and made part of <br />this case by reference. <br /> <br />Section 2. <br /> <br />Recommends that representatives of the East Bay Regional Park District meet <br />with the neighbors. <br /> <br />Section 3. <br /> <br />This resolution shall become effective 15 days after its passage and adoption <br />unless appealed prior to that time. <br />
