PLANNING COMMISSION CITY OF PLEASANTON

ALAMEDA COUNTY, CALIFORNIA

RESOLUTION NO. PC-96-72

RESOLUTION APPROVING THE APPLICATION OF EAST BAY REGIONAL
PARK DISTRICT FOR A CONDITIONAL USE PERMIT AND DESIGN REVIEW
APPROVAL, AS FILED UNDER CASE UP-96-52/Z-96-195

WHEREAS, East Bay Regional Park District has applied for a conditional use permit to
operate 25 recreational vehicle campsites and for design review to pave 857
automobile parking spaces in the Shadow Cliffs Regional Recreation District
located south of Stanley Boulevard, approximately 3600 feet east of the
intersection of Stanley Boulevard and Bernal A venue; and

WHEREAS, zoning for the property is P (Public and Institutional), District; and

WHEREAS, at their duly noticed public hearing of September 25, 1996, the Planning
Commission considered all public testimony, relevant exhibits, and
recommendations of the City staff concerning this application; and

WHEREAS, the Planning Commission made the following findings:

A The proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which
the site is located.

Some of the objectives of the zoning ordinance are to: foster a
harmonious, convenient, workable relationship among land uses, protect
existing land uses from inharmonious influences and harmful intrusions,
and to insure that public and private lands ultimately are used for the
purposes which are most appropriate and beneficial to the City as a whole.
The introduction ofRV camping would not increase the intensity of the
existing use since the camping would occur during the off-season. The
uses within the park would remain compatible with the adjacent uses
particularly because of the location of a heavily wooded arroyo area and
levee between the active recreational area of the park and the residential
units located off of Vineyard Avenue.

B. The proposed location of the conditional use and the conditions under
which it would be operated or maintained will not be detrimental to the
public health, safety, or welfare, or materially injurious to the properties or
improvements in the vicinity.
