<br />Resolution No. PC-96-64 <br />Page 3 <br /> <br />City Building Code requirements would ensure that building foundations and <br />roadways are constructed on properly prepared surfaces. The design of the <br />proposed development would provide adequate drainage to prevent flooding. <br />Urban cleanwater runoff measures will be incorporated into the project through <br />conditions of approval. The property is not located in an Alquist-Priolo Special <br />Study Zone. According to the United States Department of Housing and Urban <br />Development Flood Hazard maps, no portion of the site is located in a flood <br />hazard zone. <br /> <br />E. The streets and buildings have been designed and located to complement the <br />natural terrain and landscape: <br /> <br />On-site driveways and buildings have been located and designed to complement <br />the natural terrain by creating only minor changes to the site's relatively flat <br />topography. Buildings are located on the site to take advantage of existing <br />common access driveways. The retail buildings have been oriented to take <br />advantage of freeway visibility, visibility from Johnson Drive, and to promote a <br />relationship with Pleasanton Square I. The restaurants have been located so that <br />they have high visibility from the streets. The hotel has been located more <br />towards the center of the site to provide a quieter, less-busy atmosphere for hotel <br />guests. Johnson Drive and Owens Drive already are improved with landscaped <br />berms and sidewalks. Except for the widening required along Owens Drive, these <br />landscaped PSEs will remain undisturbed. <br /> <br />F. Adequate public safety measures have been incorporated into the design of the <br />plan: <br /> <br />The project architect and engineer have designed the site plan with five points of <br />access to ensure that the public and safety personnel are not hindered in efforts to <br />gain access to or exit the site. As designed and conditioned, all driveways and <br />on-site drive aisles meet City standards which would ensure that adequate access <br />is provided to all structures for police, fire, and other emergency vehicles. The <br />site will be equipped with fire hydrants, standpipes, and other apparatus necessary <br />to ensure adequate fire suppression coverage in times of emergency. Building <br />Code requirements would ensure that all structures meet safety requirements for <br />construction, handicap access, and emergency exiting. <br /> <br />G. The plan conforms to the purposes of the PUD District: <br /> <br />The proposed PUD rezoning and development plan conforms to the purposes of <br />the PUD district. One of these purposes is to insure that the desires of the <br />developer and the community are understood and approved prior to <br />commencement of construction. Another is to provide a mechanism whereby the <br />City can designate parcels and areas requiring special consideration regarding the <br />manner in which development occurs. <br />
