<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-96-60 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF BRAD <br />HIRST AND THOMAS PROPERTIES, AS FILED UNDER CASE PUD-80-16-8M/ <br />PUD-80-16-13D <br /> <br />WHEREAS, Brad Hirst and Thomas Properties have submitted an application for a Planned <br />Unit Development major modification to allow the construction of an <br />approximately 62,188 square foot, one- and two-story office, research and <br />development, and light manufacturing building located on an approximately 3.96 <br />acre site on the northeast corner of Stoneridge Drive and Bradley Drive by the <br />existing Bank of America building; and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) - I/C-O <br />(Industrial/Commercial-Office) District; and <br /> <br />WHEREAS, at their duly noticed public hearing of August 14, 1996, the Planning <br />Commission, after considering all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application, recommended <br />approval of the proposed negative declaration for Case PUD-80-16-8M/ <br />PUD-80-16-13D; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed development plan is in the best interests of the public health, safety, <br />and general welfare: <br /> <br />The proposed Thoratec facility would use a certain amount of hazardous <br />materials including chemicals, solvents, and gases in its operations, generating a <br />corresponding amount of hazardous waste materials. Thoratec is required to <br />submit a Hazardous Materials Management Plan (HMMP) pursuant to the City's <br />Hazardous Material Ordinance describing all regulated materials, the maximum <br />amount of the material on-site at anyone time, and the applicable fire-hazard <br />classification. Based on this information, the HMMP will identify the required <br />measures for use, storage, and treatment of waste materials, and to control the <br />disposal of hazardous materials. Primary and secondary containment measures <br />will be identified. The HMMP will also establish monitoring provisions <br />detailing how materials come into and leave the facility to insure that toxic <br />materials are being disposed in accordance with all applicable regulations. <br />
