<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-96-55 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF MASSE'S BILLIARDS, <br />SPORTS, BAR & GRILL FOR A CONDITIONAL USE PERMIT, AS FILED UNDER <br />CASE UP-96-37 <br /> <br />WHEREAS, Masse's Billiards, Sports, Bar & Grill has applied for a conditional use permit to <br />allow the establishment of a sports bar and billiard parlor located at 6180 <br />Embarcadero Court; and <br /> <br />WHEREAS, zoning for the property is Retail, Highway, and Service Commercial/Business and <br />Professional Offices District; and <br /> <br />WHEREAS, at their duly noticed public hearing of July 24, 1996, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the <br />City staff concerning this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br /> <br />The Stoneridge Corporate Center's PUD Development Plan allows <br />restaurants, hotels, and business and professional offices as permitted uses. <br />Conditional uses such as the proposed sports bar and billiard parlor are not <br />presently allowed by the development plan but can be allowed if found to <br />be compatible with the surrounding office uses, and provided that they do <br />not generate adverse impacts on the nearby apartment development. <br /> <br />Sports bars and billiard parlors are conditionally allowed uses in the <br />C-R(P) zoning district, the zoning district which covers the majority ofthe <br />properties facing Stoneridge Mall Drive. The proposed restaurant/sports <br />barlbilliard parlor provides food and beverage services and entertainment <br />that would be available to the employees working in the nearby offices and <br />commercial establishments located on Stoneridge Mall Road and to <br />Pleasanton residents. The restaurant/sports barlbilliard parlor would be <br />operated in a manner -- enforcement of age/entry restrictions, supervision <br />of parking areas, etc. -- making it, in staff's opinion, compatible with <br />nearby office uses. Other commercial business located along Stoneridge <br />Mall Drive could potentially benefit from the presence of the <br />restaurant/sports barlbilliard parlor in that they offer merchandise and/or <br />services that could appeal to its customers. <br />
