<br />Resolution No. PC-96-52 <br />Page 10 <br /> <br />20. The developer shall submit a final lighting plan for the project's exterior building and site <br />lighting for the review and approval of the Planning Director before issuance of building <br />permits. All exterior building and site lighting shall be directed away from the adjacent <br />single family house. <br /> <br />21. All open parking spaces shall be striped as shown on the conceptual site plan and shall be <br />labeled "Visitor Parking Only" in six-inch (6") tall white letters. Wheel stops shall be pro- <br />vided unless the parking spaces are fronted by concrete curbs, in which case sufficient area <br />shall be provided beyond the end of all parking spaces to accommodate the overhang of <br />automobiles. These details shall be shown on the final site plan for review and approval by <br />the Planning Director at the building permit stage. <br /> <br />22. All utilities required to serve the proposed development on-site shall be installed <br />underground. <br /> <br />23. The applicant shall be responsible for the installation of a private street lighting system <br />serving the development. The number, location, and type of street lights shall be subject to <br />the review and approval ofthe Planning Director and the City Engineer. <br /> <br />24. The applicant shall record CC&R's at the time of recordation of the final map which shall <br />create a property owners association for the development. The CC&R's shall be subject to <br />the review and approval of the City Attorney prior to recordation of the final map, and shall <br />include the following items: <br /> <br />a. The property owners association shall be responsible for the maintenance of all pri- <br />vate streets, private utilities and other common areas and facilities on the site. <br /> <br />b. The City shall be granted the rights and remedies of the association, but not the obli- <br />gation, to enforce the maintenance responsibilities of the property owners association. <br /> <br />c. The CC&R's for the project shall prohibit the parking of boats, campers, and trailers <br />on site. <br /> <br />d. The homeowners association shall be empowered by the CC&R's to ensure that ga- <br />rages remain available for vehicular parking. <br /> <br />e. The homeowners association shall be responsible for implementing all storm water <br />measures and for the maintenance of all private streets, private utilities, landscaping, <br />and other common areas and facilities on the site. Landscaping shall be designed <br />with efficient irrigation to reduce runoff, promote surface filtration, and minimize the <br />use of fertilizers, herbicides, and pesticides which can contribute to storm water run- <br />off pollution. <br />
