All trees used in landscaping be a minimum of fifteen (15) gallons in size and all shrubs a minimum of five (5) gallons, unless otherwise shown on the approved land- scape plan. d. Six inch (6") vertical concrete curbs shall be installed between all paved and land- scaped areas. e. The applicant shall provide root control barriers and four inch (4 ") perforated pipes for parking lot trees, street trees, and trees in planting areas less than ten feet (10' 0") in width, as determined necessary by the Planning Director at the time of review of the final landscape plans. f. Prior to occupancy, the landscape architect shall certify in writing to the Planning Di- rector that the landscaping has been installed in accordance with the approved land- scape and irrigation plans with respect to size, number, and species of plants and overall design concept. g. The developer shall adjust the sprinkler heads to redirect the water away from the monument sign while ensuring complete irrigation coverage of the landscaping around the sign. All landscaping around the sign shall be restored after installation of the sign and prior to final of the sign permit. 19. Public Works and Engineering Requirements: a. All utilities required to serve the proposed project on-site shall be installed underground. b. The developer shall submit a final grading and drainage plan prepared by a licensed civil engineer depicting all final grades and on-site drainage control measures. This plan shall be subject to the review and approval of the City Engineer and/or the Direc- tor of Building Inspection prior to the issuance of any building permits. c. The haul route for all materials to and from this development shall be approved by the City Engineer prior to the issuance of an encroachment permit.
