Conflict with existing zoning for agricultural use, or a <br />Williamson Act contract?     <br />c. Conflict with existing zoning for, or cause rezoning of, <br />forest land (as defined in Public Resources Code <br />section 12220(g)), timberland (as defined by Public <br />Resources Code section 4526), or timberland zoned <br />Timberland Production (as defined by Government <br />Code section 51104(g))? <br />    <br />d. Result in the loss of forest land or conversion of forest <br />land to non-forest use?     <br />e. Involve other changes in the existing environment <br />which, due to their location or nature, could result in <br />conversion of Farmland, to non-agricultural use or <br />conversion of forest land to non-forest use? <br />    <br /> <br />Discussion <br />a,e. Per the California Department of Conservation Farmland Mapping and Monitoring <br />Program (FMMP), the entirety of the project site is characterized as Grazing Land and is <br />surrounded by land characterized as Urban and Built-Up Land.5 The FMMP defines <br />Grazing Land, a category which is only used in California, as land on which the existing <br />vegetation is suited to the grazing of livestock. Urban and Built-Up Land is occupied by <br />structures at a density of at least one unit to 1.5 acres, such as residential, industrial, or <br />commercial facilities. <br /> <br />The project site does not contain, and is not located adjacent to, Prime Farmland, Unique <br />Farmland, or Farmland of Statewide Importance. Given the designation of the site as <br />Grazing Land, development of the proposed project would not convert Prime Farmland, <br />Unique Farmland, or Farmland of Statewide Importance to a non-agricultural use, or <br />otherwise result in the loss of Farmland to non-agricultural use. Therefore, no impact <br />would occur as a result of the proposed project. <br /> <br />b. The project site is currently zoned C-C District and PUD-C-O by the City; thus, the site is <br />not zoned for agricultural uses. Additionally, the site is not under a Williamson Act <br />contract.6 Therefore, buildout of the proposed project would not conflict with zoning for an <br />agricultural use or a Williamson Act contract, and no impact would occur. <br /> <br />c,d. The project site is not considered forest land (as defined in PRC Section 12220[g]), <br />timberland (as defined by PRC Section 4526), and is not zoned Timberland Production <br />(as defined by Government Code Section 51104[g]). Therefore, the proposed project <br />would have no impact with regard to conversion of forest land or any potential conflict <br />with forest land, timberland, or Timberland Production zoning. <br /> <br />5 California Department of Conservation.
