Hana Japan Restaurant Project <br />Initial Study/Mitigated Negative Declaration <br />16 <br />May 2025 <br />of a combination of trees, shrubs, and groundcover between the restaurant building and <br />Dublin Canyon Road. Such landscaping would screen the parking lot from the street <br />consistent with Design Guideline A7.b. Design Review would also ensure that the <br />aesthetic and architectural design of the development would be compatible with <br />surrounding development. <br /> <br />Based on the above, the proposed project would not conflict with applicable zoning and <br />other regulations governing scenic quality, and a less-than-significant impact would <br />occur. <br /> <br />d. The project site is currently located in an urbanized area surrounded by urbanized uses, <br />including commercial hotel uses to the north, offices and commercial uses to the east, and <br />single-family residences to the south and west. In addition, Dublin Canyon Road borders <br />the project site to the north. As such, the project site is subject to light and glare from <br />passing vehicles, as well as spillover from surrounding uses. <br /> <br />Development of the project site with the proposed restaurant would involve sources of <br />light associated with interior light spilling through windows, vehicle headlights entering and <br />exiting the project site, exterior lighting on the proposed building, parking lot lighting, and <br />light reflected off windows. However, such sources of light and glare would be consistent <br />with the type of lighting anticipated for the project site by the City’s General Plan land use <br />and zoning designations for the site, and the proposed project would not create new <br />sources of light or glare that would be substantially greater than existing sources. <br /> <br />Furthermore, Section A10, Lighting, of the City’s Design Guidelines specifies that <br />Adequate lighting shall be provided along sidewalks, streets, driveways, and parking areas <br />for the safety and security of residents and visitors, and that site lighting shall not produce <br />glare or be of an inappropriate intensity.4 Through the City’s Design Review process, the <br />proposed project would be reviewed for consistency with the City’s Housing Site <br />Development Standards and Design Guidelines, and compliance with all applicable <br />lighting standards would be ensured. Lighting from the proposed project would not be <br />directed off-site, and would not adversely affect existing uses in the project vicinity. Thus, <br />implementation of the project would result in a less-than-significant impact with respect <br />to creating a new source of substantial light or glare which would adversely affect day or <br />nighttime views in the area. <br /> <br />4 City of Pleasanton.
