<br />Resolution No. PC-96-39 <br />Page 2 <br /> <br />The use would be located in a single-family dwelling. The area is <br />improved completely with streets and sidewalks, and parking is <br />permissible along all streets in the immediate area. Parking for clients is <br />also available on the applicant's driveway. The in-home electrolysis <br />service would not be detrimental to the public, health, safety or welfare. <br />Although some additional vehicular or pedestrian traffic may be created by <br />the applicant's clients, the hours of operation are such that it would not <br />interfere with the quiet morning and evening hours normally associated <br />with residential districts. No changes would be made to the exterior of the <br />residence, and no part of the use would be conducted out of doors. <br /> <br />C. The proposed conditional use will comply with each of the applicable <br />provisions of this chapter. <br /> <br />The application to conduct an in-home electrolysis business can satisfy the <br />requirements for home occupations. As conditioned, the non-exempt <br />home occupation is not expected to create an excessive amount of traffic, <br />noise, or adversely impact the character of the residential neighborhood. <br />Parking is available and can be provided in such a way as to not disrupt <br />adjacent neighbors. Granting a conditional use permit to Ms. Harris to <br />allow the continued operation of an in-home electrolysis service is <br />consistent with the City's ability to regulate zoning as listed in Municipal <br />Code Section 18.124 "Conditional Uses." <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA); and <br /> <br />WHEREAS, the Planning Commission determined that the proposed conditional use, as <br />conditioned, is an appropriate home occupation for a residential neighborhood. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Secti on 1. <br /> <br />Approves Case UP-96-24, the application of Connie Harris, for a non-exempt <br />home occupation use permit to operate an in-home electrolysis business located at <br />4787 Canary Drive, subject to the conditions shown in Exhibit "B," attached <br />hereto and made part ofthis case by reference. <br /> <br />Section 2. <br /> <br />This resolution shall become effective 15 days after its passage and adoption <br />unless appealed prior to that time. <br />
