<br />Pleasanton General Plan Update <br />Mitigation Monitoring and Reponing Plan <br />Page 2 <br /> <br />accomplished through either staff inspection of the physical result of the mitigation measure or acceptance <br />and approval of documents or plans demonstrating compliance with the mitigation measure. <br /> <br />COMPLIANCE Fll..E <br /> <br />The City of Pleasanton will maintain a file (Compliance File) tracking implementation of the MMRP and <br />containing the records upon which the City relies in detennining that a mitigation measure has or has not <br />been implemented in accordance with this MMRP. The Compliance File will be made avaiJable for review <br />upon request by interested government agencies and members of the public. <br /> <br />CONTENTS <br /> <br />The MMRP is organized under the same topic structure and order as the FEIR and consists of a separate <br />page (or pages) devoted to each mitigation measure in the FEIR. For each mitigation measure that is being <br />imposed, the MMRP specifies the following infonnation: <br /> <br />. Mitillation Measure. Provides the identification number from the FEIR, followed by a mitiga- <br />tion statement. This mitigation statement sununarizes the required action of the FEIR mitiga- <br />tion measure as it applies to mitigate the identified impact of the project. Although the MMRP <br />sets forth the language of some mitigation measures in summary form only, every applicable <br />requirement of each mitigation measure is contained in the Mitigation Specifications (see <br />below) and will, therefore, be implemented and verified. For the full text of each mitigation <br />measure as originally recommended for the project, see the FEIR. <br /> <br />. Imoact to be Mitil!ated. Describes the impact which triggers the mitigation requirement. <br /> <br />. Al!CIlcv/Individual Resoonsible for Imolementation. Identifies the party or parties responsible <br />for complying with ail requirements of the mitigation measure. <br /> <br />. Imolementation Timinl!. Indicates when the various steps involved in implementing mitigation <br />requirements shall be performed. <br /> <br />. Mitil!ation Soecifications. Details the specific steps required to fulfill mitigation requirements. <br />Mitigation specifications are Orglln;7M, where appropriate, according to pre-implementation <br />phase, implementation phase, and post-implementation or monitoring phase. Reporting <br />requirements are specified where applicable. The specifications not only incorporate all <br />actions stated in the full text of the FEIR mitigation measures, but also include perfonnance <br />standards developed by the City to ensure that the FEIR mitigation measures are actually <br />effective in lessening or alleviating the environmental impacts to which they are directed. <br />Complete implementation of each mitigation measure will thus include a demonstration by the <br />party responsible for its implementation that the perfonnance criteria are met as a result of the <br />mitigating actions. <br /> <br />. Al!CIlcv/Individual Resoonsible for Monitorinl!. Identifies the party or parties responsible for <br />verifying (and enforcing, if necessary) compliance with mitigation specifications. <br />
