<br />Pleasanton Genernl Plan Update <br />Mitigation Monitoring and Reporting Plan <br />Page 1 <br /> <br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />OVERVIEW <br /> <br />The Final Environmental Impact Report (FEIR) for the 1996 Pleasanton GeneraJ Plan Update (composed <br />of the Draft EIR and the Responses to Conunents document) identifies the significant effects of the pro- <br />posed project. The FEIR also identifies changes or alterations to the proposed project which, if incorpo- <br />rated into, or made a condition of approval to, the project, would lessen these significant effects (although <br />not, in all cases, to the less-than-significant level). These changes and alterations are identified in the FEIR <br />as mitigation measures. <br /> <br />AUTHORITY <br /> <br />As required by California Public Resources Code 21081.6, this Mitigation Monitoring and Reporting Plan <br />(MMRP) contains a program for the implementation and monitoring of the individual mitigation measures <br />which the City ofPleasanton has incorporated into, or made a condition of approved for, the project. <br /> <br />PURPOSE <br /> <br />The purpose of this MMRP is to ensure that each mitigation measure is fully implemented in a timely man- <br />ner and, where necessary, to monitor its performance once implemented to ensure its success. Consistent <br />with this purpose, the MMRP specifies, for each mitigation measure, the measurable, objective perform- <br />ance criteria the measure must achieve by the end ()f the implementation time period in order for the meas- <br />ure to be deemed to have avoided or substantially lessened the significant environmental effect it addresses. <br />The MMRP provides specific steps to ensure full implementation and enforcement of each mitigation <br />measure. The MMRP also establishes a reporting system to document monitoring activities and compli- <br />ance with mitigation measures. <br /> <br />It is important to note that, in some cases, the mitigation measures specified in the EIR will not reduce the <br />identified impacts to a less-than-significant level. This fact does not affect the importance of implementing <br />the measures and monitoring their implementation. <br /> <br />RESPONSmILITIES <br /> <br />Unless otherwise specified herein, the City of Pleasanton has the responsibility for taking all actions neces- <br />sary to (a) implement the mitigation measure according to the specifications provided for each measure or <br />(b) demonstrate to the agency or individual responsible for monitoring that the action required by the <br />mitigation measure has been successfully completed (i.e., submittal of reports, pennits or other documen- <br />tation). The government agency responsible for monitoring the mitigation measure must verify that the <br />required action has been successfully completed.
