Resolution No. PC-96-30
Page 4

6. Adequate public safety measures have been incorporated into the design of the
modified development plan:
Buildings are designed to meet the requirements of the Uniform Building Code,
other applicable City codes, and State of California mandated noise, energy, and
accessibility requirements.
All internal areas of the Providian development can be accessed from anyone of
the Franklin Drive and Johnson Drive project driveways. For this reason, the
vehicular access that Morse Drive would have provided, if the Providian site
were still two separate and individually owned properties, is no longer needed.
The proposed project driveway to be located at the present intersection of Morse
Drive and Johnson Drive will remain signalized.
Providian will construct new public sidewalks and landings along the east and
south sides of Franklin Drive. The sidewalk replaces the sidewalk eliminated
with Morse Drive and will function as the second sidewalk connection from
Johnson Drive presently provided by Morse Drive.
The project is conditioned to provide measures, e.g., oil/water separators,
covered trash enclosures, etc., consistent with the City's non-point stormwater
runoff ordinance.
The proposed diesel powered emergency power generator is conditioned to
implement the requirements of the City's hazardous materials storage and use
ordinance.
All driveway entrances are located and configured to provide an adequate
line-of-sight viewing distance in both directions perpendicular to the vehicle,
and to facilitate efficient ingress/egress to and from the project site.

7. The modified development plan conforms to the purposes of the PUD District:

The changes proposed by the new development plan conform to the purposes of
the PUD District which encourage innovative building design, while adhering to
the standards of the Pleasanton General Plan, as follows:
The height and massing ofProvidian's office campus balances the building mass
and scale of the Signature Center office buildings without overpowering its site
and street frontages. The design of the proposed buildings matches that of the
three existing buildings constructed with the previous Providian project.
The innovative "bowed" building design elements of the existing Providian
buildings are also provided with the two new buildings.
The central plaza area would feature built-in-place seating, a water feature,
ornamental walls, and decorative paving. Providian's plaza area provides a
visual focal point centered between the Signature Center office buildings and
aligned with the Johnson Drive/Morse Drive intersection.
Generous landscaping is provided in the proposed parking areas.
Providian will participate in any future assessment district created to fund the
construction of the I-680/West Las Positas Boulevard freeway interchange.
